Job summary

Agency for Integrated Care in Singapore is seeking an experienced Operations Data Planner to support forward planning and operational coherence for AIC's data strategy, translating data policy guidance into macro-operational concepts and actionable plans.

You will coordinate with the Operations Development Branch and external agencies, lead sense-making and analyses to sharpen recommendations, track milestones, and prepare materials for senior stakeholders.

Qualifications

• Degree in any discipline.
• 3+ years of relevant experience in planning, operations, policy implementation or programme management.
• Healthcare/community/social care experience preferred.

Job description

You will support the forward planning and operational coherence for AIC's operational data strategy and support model. You will translate AIC's data policy guidance into macro-operational concepts and actionable plans, conduct operational sense-making to sharpen recommendations, and provide decision support to enable timely execution across the Operations Development Branch and with key stakeholders.

• Support planning cycles by translating AIC data policy guidance into macro-operational concepts, annual workplans and future plans (including milestones, deliverables and implementation roadmaps).
• Serve as the branch coordination point and interface with relevant AIC planning entities and external agencies for policy-ops discussions, joint studies/presentations and other operational collaborations.
• Act as a horizontal integrator across teams to align priorities, governance cadence and reporting, and support branch resource, finance and administrative processes aligned to delivery needs.
• Lead and conduct operational sense-making and deep-dive analyses to inform and sharpen policy and operational recommendations; prepare decision support materials for senior stakeholders.
• Track, gate-keep and review progress against operational milestones and targets; maintain governance routines (e.g., action registers and reporting cadence) and provide regular operational reports.
• Provide secretariat support for meetings related to data ops initiatives and for submissions/updates to AIC forums (e.g., agenda and materials preparation, minutes and action capture, and submission tracking).

Job Requirements

• Degree in any discipline; at least 3 years of relevant experience (planning, operations, policy implementation, programme management), preferably in healthcare/community/social care.
• Strong stakeholder management skills; able to work across teams to co-create solutions and drive alignment.
• Excellent written communication and synthesis skills; able to produce clear papers, decks and minutes for senior stakeholders.
• Proven track record in planning, programme and project coordination, and implementation; able to manage multiple workstreams with good follow-through.
• Strong collaboration and partnership-building skills across internal and external stakeholders.
• Strategic, structured thinker with the ability to anticipate downstream operational impacts, risks and dependencies.
• Self-motivated and dependable; able to work independently while contributing effectively as a team player.
• Candidates with relevant internships or placements, or transferable skill sets, may be considered for more junior levels.
