Job summary

Raffles Institution seeks a capable Building & Engineering Lead to manage the School's B/M&E and ACMV systems. You will oversee an outsourced IFM team, drive preventive maintenance, and ensure compliance with KPIs and budgets.

Responsibilities

  • Lead and oversee the Building and Engineering team to operate and maintain B/M&E/ACMV systems.
  • Oversee outsourced IFM, monitor performance against contractual requirements and service levels.
  • Plan, coordinate and monitor preventive and corrective maintenance with minimal disruption.
  • Investigate service breakdowns, identify root causes and implement corrective actions.
  • Support capital expenditure, upgrades, and A&A projects including procurement and handover.
  • Develop technical specs for ITQ/ITT exercises for M&E and hard services.
  • Prepare annual M&E and Building budgets and monitor expenditure.
  • Review quotations and prepare Works Orders for repairs and improvements.
  • Monitor staff feedback and ensure timely contractor responses within SLAs.
  • Plan sustainability initiatives and report Environmental Scorecard per GreenGov.SG.
  • Maintain technical, asset, maintenance and project records for reliability and efficiency.
  • Perform additional duties as required by the School.

Job description

Duties
  1. Lead, manage and oversee the Building and Engineering team, ensuring the safe, reliable and efficient operation and maintenance of the School's Building, M&E and ACMV systems

  2. Oversee the outsourced IFM team and monitor their performance against contractual requirements, KPIs, service levels and statutory requirements. Ensure timely rectification of service deficiencies and recurring issues.

  3. Plan, coordinate and monitor preventive and corrective maintenance programs for Building, M&E, ACMV and related systems, with minimal disruption to school operations

  4. Investigate and review service breakdowns and technical issues, identify root causes, and recommend appropriate recovery, corrective and preventive measures

  5. Support the Manager in capital expenditure, replacement, upgrading and Addition & Alteration (A&A) projects, including planning, technical review, procurement, implementation and handover

  6. Develop technical requirements, scopes and specifications for Invitation-To-Quote (ITQ) and Invitation-To-Tender (ITT) exercises for M&E, Building and other hard services works

  7. Prepare annual M&E and Building maintenance budgets, monitor expenditure and ensure works are delivered within approved budgets and in accordance with procurement and financial procedures

  8. Review quotations and technical proposals and prepare Works Orders for repair, maintenance and improvement works, ensuring appropriate technical assessment, value for money and compliance with established procedures

  9. Monitor facilities feedback and service requests from staff, ensuring issues are appropriately prioritised, tracked and attended to by contractors within stipulated response and resolution timeframes

  10. Plan and manage sustainability and green building initiatives, and monitor and submit the School’s Environmental Scorecard and other relevant sustainability data in accordance with GreenGov.SG requirements

  11. Maintain appropriate technical, asset, maintenance and project records, and identify opportunities to improve asset reliability, operational efficiency, sustainability and service delivery

  12. Perform any other duties as assigned by the School

Job Requirements
  • Sound knowledge and practical competence in Building and M&E services, including electrical, mechanical, ACMV and building defects, with an understanding of their maintenance requirements and operations

  • Ability to investigate equipment failures, building defects and service breakdowns, identify root causes, assess technical information and recommend effective corrective and preventive measures

  • Ability to lead, motivate and develop team members, manage performance, delegate responsibilities appropriately and address issues or conflicts constructively to maintain a positive and productive team environment

  • Ability to manage and monitor outsourced IFM teams and contractors, assess performance against contractual requirements and service standards, and address service deficiencies or non-performance effectively

  • Able to plan, coordinate and monitor maintenance, upgrading, A&A and capital works from initiation through implementation and handover, while managing timelines, resources and deliverables

  • Good understanding of procurement processes and budget management, including preparation of technical specifications, evaluation of quotations and tenders, cost assessment, Works Orders and expenditure monitoring

  • Good written and verbal communication skills, with the ability to present information clearly and communicate technical matters effectively to both technical and non-technical audiences

  • Ability to establish and maintain effective working relationships with school management, staff, consultants, contractors and service providers, while handling feedback, concerns and difficult situations professionally and promptly

  • Strong organisational skills with the ability to manage multiple operational, maintenance and project requirements, assess competing priorities and deliver work within required timelines, including under pressure

  • Proactive and improvement-oriented, with a growth mindset and the ability to identify opportunities to enhance asset reliability, operational efficiency, sustainability and service delivery and to work independently when required

  • This is a 2-year contract (renewable)
