Job summary

SsangYong Engineering & Construction Co. Ltd is seeking a Commercial/QS professional to assist the Commercial Manager on a large hospital construction project in Singapore.

You will oversee budgets, contracts, subcontract administrations and cost controls, coordinating with project teams and stakeholders to drive commercial outcomes. You will review quotations, manage claims, assist with EOTs, and prepare regular cost reports, while ensuring compliance with contractual obligations and company

Qualifications

• Must have a Degree or Diploma in Quantity Surveying or related field.
• Minimum 5 years of experience in commercial management or contract administration within construction.
• Experience with main contractor or D&B preferred.
• Hospitals/healthcare or large-scale projects advantageous.

Responsibilities

• Assist Commercial Manager in managing commercial and contractual aspects of a large hospital construction project.
• Monitor project costs, budgets, commitments and overall commercial performance.
• Prepare, review and administer main contracts and subcontract agreements.
• Manage subcontractor accounts including progress claims, payments, variations and final accounts.
• Review subcontractors' quotations, cost proposals and variation claims.
• Prepare tender evaluations, cost comparisons and commercial recommendations.
• Monitor expenditure against budgets and prepare cost forecasts.
• Evaluate variations, change orders and cost implications.
• Assist in preparing and negotiating subcontractor claims.
• Support EOT, loss and expense and other contractual claims.
• Coordinate with Project, Planning, Procurement, Engineering and Site teams on commercial matters.
• Attend meetings with consultants, subcontractors and stakeholders.
• Prepare monthly commercial reports and cost updates.
• Identify commercial risks and mitigation measures.
• Assist in negotiations with subcontractors and suppliers.
• Maintain records of contracts, variations, claims and correspondence.

Job Responsibilities

• Assist the Commercial Manager in managing the commercial and contractual aspects of a large-scale hospital construction project.
• Monitor project costs, budgets, commitments and overall commercial performance.
• Assist in the preparation, review and administration of main contracts and subcontract agreements.
• Manage and administer subcontractor accounts, including progress claims, payment assessments, variations and final accounts.
• Review subcontractors' quotations, cost proposals and variation claims.
• Prepare tender evaluations, cost comparisons and commercial recommendations.
• Monitor project expenditure against approved budgets and prepare cost forecasts.
• Evaluate variations, change orders and additional works and assess their cost implications.
• Assist in preparing, evaluating and negotiating subcontractor claims.
• Support the preparation and evaluation of Extension of Time (EOT), loss and expense and other contractual claims.
• Coordinate with the Project, Planning, Procurement, Engineering and Site teams on commercial and contractual matters.
• Attend commercial and project meetings with consultants, subcontractors and other stakeholders.
• Prepare monthly commercial reports, cost reports and management updates.
• Identify potential commercial risks and assist in developing appropriate mitigation measures.
• Assist in negotiations with subcontractors, suppliers and other project stakeholders.
• Maintain proper records of contracts, variations, claims, payment certifications and commercial correspondence.
• Assist in reviewing contractual obligations and ensuring compliance with project requirements.
• Provide guidance to Quantity Surveyors and commercial team members where required.
• Assist the Commercial Manager in achieving project cost and commercial objectives.
• Perform other commercial and contractual duties as assigned.

Job Requirements

• Degree or Diploma in Quantity Surveying, Construction Management, Commercial Management, Civil Engineering or a related discipline.
• Minimum 5 years of relevant experience in commercial management, quantity surveying or contract administration within the construction industry.
• Experience with a main contractor or Design & Build contractor is preferred.
• Experience in hospital, healthcare, institutional or large-scale building projects will be an advantage.
• Strong knowledge of construction contracts, subcontract administration and commercial management.
• Experience in cost control, tender evaluation, progress claims, variations and final accounts.
• Knowledge of construction claims, EOT and contractual matters will be an advantage.
• Good understanding of construction costs, subcontract packages and commercial procedures.
• Strong analytical, negotiation and problem-solving skills.
• Proficient in Microsoft Office, particularly Excel.
• Familiarity with ERP or cost-management systems will be an advantage.
• Good communication and stakeholder-management skills.
• Able to work independently and coordinate effectively with project and commercial teams.
• Able to manage multiple commercial matters and meet project deadlines.
