You will oversee contract administration, procurement, cost management, subcontract management, variations, claims and commercial risk throughout the project lifecycle. You will coordinate with the Project Manager, Quantity Surveyors and site teams, review contracts, negotiate variations, monitor costs

Qualifications

• Degree in Quantity Surveying or related discipline; construction management accepted.
• Minimum 10 years of experience in commercial management, quantity surveying or contract administration in construction.
• Proven experience managing commercial aspects of large-scale building/complex projects.
• Healthcare/hospital project experience is advantageous.
• Strong knowledge of contracts, procurement, subcontract management, cost control, variations and claims.

Job Description

We are seeking an experienced Senior Commercial Manager to lead the commercial and contractual management of a major hospital construction project in Singapore. The successful candidate will oversee contract administration, procurement, cost management, subcontract management, variations, claims and commercial risk throughout the project lifecycle.

Key Responsibilities

• Lead and manage the commercial and contractual functions for the hospital construction project.
• Develop and implement commercial strategies to support project objectives and financial performance.
• Manage the administration of the main contract and ensure compliance with contractual requirements.
• Review contract conditions, specifications, bills of quantities, drawings and other contract documents.
• Manage the preparation, evaluation and negotiation of variations, claims and commercial submissions.
• Monitor project costs, commitments, expenditures, forecasts and potential commercial risks.
• Prepare and review monthly progress claims, payment applications, valuations and payment certifications.
• Lead subcontract procurement, including preparation of tender documents, evaluation of quotations and commercial negotiations.
• Review and negotiate subcontract agreements, purchase orders and commercial terms.
• Manage subcontractor payments, variations, claims, final accounts and commercial disputes.
• Monitor subcontractor commercial performance and identify potential cost and contractual risks.
• Assess and manage extension-of-time, loss-and-expense and other contractual claims where applicable.
• Maintain proper records of contractual correspondence, notices, variations, claims and commercial documentation.
• Coordinate with the Project Manager, Quantity Surveyors, Contracts Managers, engineers and site teams on commercial matters.
• Liaise with clients, consultants, subcontractors and suppliers on contractual and commercial issues.
• Review project cost reports and provide regular commercial updates to senior management.
• Identify potential financial exposure and recommend appropriate risk mitigation measures.
• Assist in the preparation of project budgets, cost forecasts and cash-flow projections.
• Monitor procurement costs and ensure that project expenditure remains within approved budgets.
• Lead commercial negotiations with clients, consultants, subcontractors and suppliers.
• Manage the preparation and agreement of final accounts.
• Provide commercial advice to the project management team on contractual obligations and project risks.
• Ensure compliance with company policies, contract requirements and applicable Singapore regulations.
• Lead and mentor commercial, contracts and quantity surveying personnel within the project team.
• Perform other commercial and contractual duties as assigned by senior management.

Requirements

• Degree in Quantity Surveying, Construction Management, Civil Engineering, Building, Business or a related discipline.
• Minimum 10 years of relevant experience in commercial management, quantity surveying or contract administration within the construction industry.
• Proven experience in managing the commercial aspects of large-scale building or complex construction projects.
• Experience in hospital, healthcare, institutional or other complex building projects will be an advantage.
• Strong knowledge of construction contracts, procurement, subcontract management, cost control, variations and claims.
• Experience with main contracts and subcontract agreements.
• Good understanding of Singapore construction practices and relevant contractual requirements.
• Strong commercial negotiation and contract administration skills.
• Experience in managing project budgets, cost forecasts, valuations and final accounts.
• Strong analytical, financial and problem-solving skills.
• Excellent communication, negotiation and stakeholder-management abilities.
• Able to work independently and lead a commercial/project team.
• Proficient in Microsoft Office and relevant quantity surveying or commercial management software.
• Familiarity with standard forms of construction contracts such as SIA, PSSCOC or other relevant forms will be an advantage.
• Professional qualification or accreditation in Quantity Surveying, such as SISV/RICS membership, will be an advantage.
