Job summary

SsangYong Engineering & Construction Co. Ltd is seeking an experienced Quantity Surveyor to lead the commercial and cost-control functions for a major hospital construction project in Singapore. You will oversee budgets, contracts, variations, and claims while coordinating with project teams.

The role requires a strong background in large-scale building projects, excellent negotiation skills, and the ability to mentor a QS team to maintain cost discipline and contractual compliance.

Qualifications

• Bachelor or Diploma in Quantity Surveying or a related discipline.
• 8+ years of relevant quantity surveying/commercial experience in construction.
• Proven experience managing commercial and QS functions for large-scale building projects.
• Experience with main contractor or design & build delivery is preferred.

Responsibilities

• Lead and manage quantity surveying and commercial activities for a large-scale hospital construction project.
• Manage project costs, budgets and commercial matters throughout the project lifecycle.
• Prepare, review and administer main contracts, subcontract agreements and other commercial documentation.
• Manage subcontractor accounts, including progress claims, payment assessments, variations and final accounts.
• Review and evaluate subcontractors' quotations, cost proposals and variation claims.
• Prepare cost estimates, tender evaluations, cost comparisons and commercial recommendations.
• Monitor project expenditure, commitments and cost forecasts against the approved project budget.
• Manage and evaluate variations, change orders and additional works.
• Lead the assessment and negotiation of subcontractor claims and commercial settlements.
• Assist in the preparation and evaluation of Extension of Time (EOT), loss and expense and other contractual claims.
• Monitor contractual obligations and ensure compliance with contract requirements.
• Coordinate closely with the Project Manager, Procurement, Planning, Engineering and Site teams on commercial matters.
• Attend commercial, progress and coordination meetings with clients, consultants and subcontractors.
• Prepare monthly cost reports, forecasts, cash-flow information and other management reports.
• Identify commercial risks, cost implications and potential areas of cost savings.
• Lead negotiations with subcontractors, suppliers, consultants and other project stakeholders.
• Ensure proper documentation and records are maintained for contracts, variations, claims, payments and final accounts.
• Provide guidance and support to Quantity Surveyors and commercial team members.
• Ensure commercial and quantity surveying activities comply with company procedures and project requirements.
• Perform other commercial and contractual duties as assigned by the Commercial Manager / Project Director.

Job Requirements

• Degree or Diploma in Quantity Surveying, Construction Management, Commercial Management, Civil Engineering or a related discipline.
• Minimum 8 years of relevant quantity surveying / commercial experience in the construction industry.
• Proven experience in managing commercial and quantity surveying functions for large-scale building projects.
• Experience with a main contractor or Design & Build contractor is preferred.
• Experience in hospital, healthcare, institutional or other complex building projects will be an advantage.
• Strong knowledge of construction contracts, subcontract administration and commercial management.
• Experienced in cost control, tendering, progress claims, variations, claims and final accounts.
• Good knowledge of construction costs, building materials and subcontract packages.
• Experience in EOT, loss and expense and other contractual claims will be an advantage.
• Strong analytical, negotiation and commercial management skills.
• Proficient in Microsoft Office, particularly Excel.
• Familiarity with quantity surveying, ERP or cost-management systems will be an advantage.
• Strong communication and stakeholder-management skills.
• Able to lead and mentor a team of Quantity Surveyors and commercial staff.
• Able to work independently and manage multiple commercial matters within project deadlines.
