You will lead a team of Learning & Development Partners. As a Learning and Development (L&D) partner, you will play a pivotal role in shaping MSD’s high-performing workforce. You are expected to engage and collaborate closely with our internal stakeholders to drive performance, growth and capability development. A key aspect of your role will be partnering with Divisions to conduct comprehensive training needs analysis, identifying skills gaps and learning requirements to develop targeted solutions that address their specific needs. These responsibilities include developing, implementing, and reviewing competency frameworks and training roadmaps, as well as designing and implementing L&D strategies, plans, and policies. You will collaborate with external stakeholders (MINDEF/SAF, Whole-of-Government (WoG) agencies, and commercial entities) to source, manage, and evaluate local and overseas training courses to ensure alignment with MSD’s L&D objectives and evolving training needs. You will also design, deliver and evaluate in-house course curricula, including managing training-related administrative processes and associated training resources effectively.
You should possess a tertiary qualification, preferably in a relevant discipline, along with at least 3 years of related work experience. Professional certifications in Human Resources (HR), Learning and Development (L&D) or Organisation Development (OD) will be an advantage. Strong team player, effective written and verbal communication, and stakeholder management skills are essential. You should also have a good understanding of user‑centric design and change management principles, as well as strong analytical and organisational abilities. The ability to think and take a systematic approach to implementing L&D policies and executing learning interventions in a timely manner is critical. Additionally, strong planning, coordination, and people management skills are important for executing training plans and managing courses effectively while optimising training resources. The ability to work both independently and collaboratively in a fast‑paced, dynamic environment is key to success in this role.
The Military Security Department (MSD)’s core business is in Counter Intelligence and internal security for MINDEF/SAF. MSD was formed in 1975 to counter the threats of espionage, subversion and sabotage against MINDEF/SAF. It began with two main entities, namely the Counter Intelligence Branch (CIB) and Field Security Branch (FSB). Over the years, the department has continued to evolve and our roles expanded in tandem with the changing security environment. Today, our roles also include Counter Terrorism and Cyber Security.
