Job summary

NTUC’s e2i (Employment & Employability Institute) in Singapore seeks a strategic and forward-looking leader for the role of Assistant/Deputy Director, Community & Partnership. You will shape partnerships and programmes to improve employment outcomes for workers across life stages, guiding a team in a matrix structure and aligning with national priorities.

You will translate labour market insights into scalable, sustainable solutions, working with IHLs, unions, employers and government agencies

Qualifications

• Proven ability to translate strategic intent and policy shifts into practical programmes and partnerships.
• Strong leadership across cross-functional and cross-generational teams.
• Experience in delivering measurable outcomes through employability and workforce development initiatives.
• Ability to engage senior leaders, unions, employers, and government agencies to drive outcomes.

Responsibilities

• Lead development and delivery of integrated employment, employability and skills solutions.
• Drive strategic implementation of new policies, programmes and partnerships.
• Develop partnerships with IHLs, community partners, unions, employers and government agencies.
• Design and execute outreach and career development initiatives to raise awareness and participation.
• Manage multiple portfolios in a matrix environment, coordinating across teams and stakeholders.
• Provide strategic leadership to cross-functional teams and foster a high-performance culture.
• Apply data-informed approaches to enhance productivity and service quality.
