The Health Promotion Board (HPB) is a Singapore government agency that advances health promotion by translating research into practice. It develops population-scale digital health interventions, drawing on behavioural science, data, and emerging technologies to shape healthier lives across Singapore.
The role
This Assistant Director position sits within HPB's Research and Development function, focused on Behavioural Science and Insights. The role exists to bridge research, technology, and policy by distilling complex data and behavioural insights into clear, decision-ready recommendations that inform the design and deployment of digital health interventions. It is offered as a 2-year contract in the first instance.
What you would do
- Synthesise data, behavioural insights, user research, and implementation constraints into clear written and slide-based narratives for diverse stakeholders.
- Apply behavioural insights to the setup, design, testing, and review of human-centred user experiences and digital health interventions.
- Manage the full digital product cycle, from ideation and design through feasibility trials, outcome evaluation, and translation of learnings into deployment-ready recommendations.
- Lead and coordinate a multidisciplinary tech squad (covering product, engineering, data, and design) to support rapid experimentation, prototyping, and evaluation of generative AI-enabled coaching and personalisation concepts.
- Work with cross-functional teams of subject matter experts, data scientists, deployment teams, and practitioners to develop practical solutions.
- Demonstrate value through quantifiable outputs and outcomes, and build compelling narratives to secure buy-in from internal and external stakeholders.
What they are looking for
- A good degree in any discipline.
- At least 8 years of total relevant working experience, including 5 years overseeing or managing end-to-end projects with stakeholder management, and 3 years leading cross-functional or multidisciplinary teams through full product cycles or multi-year projects.
- Practical, proven experience applying behavioural insights, with familiarity in design thinking approaches to intervention design and testing.
- Ability to think at a big-picture level and distil clarity from complex, ambiguous problems.
- Comfort acting as an integrator across research, technology, and policy rather than a depth specialist in a single domain.
- Strong project management skills to support research, experimentation, and cross-functional coordination.
- Excellent written and verbal communication skills, with the ability to engage a wide range of audiences.
- Prior experience in public health, healthcare, health sciences, research, or quantitative domains is an advantage.
- Experience working with AI-enabled or data-driven digital products, including generative AI, is a strong advantage.
