Turner- is seeking a Cost Consultant to support a Commission Manager across a range of cost management tasks. You will conduct background research, benchmarking and feasibility studies while preparing procurement reports and cost plans.

The role involves tendering, pre-qualification, tender analysis and producing contractual documents, alongside handling post‑contract variances and final accounts. You will also contribute to value engineering, maintain client interfaces, and support bid

Qualifications

• Degree in Quantity Surveying, Cost Management/Engineering or equivalent.
• 2–5 years' experience in related fields.
• Experience in infrastructure, commercial fit out, industrial, mixed development, healthcare, hospitality & leisure, data centres or semi conductor projects as a cost consultant preferred.
• Excellent technical knowledge across Cost Management duties: Estimates, BoQ, Value Engineering, Tendering and Evaluation, Contract Knowledge, Change Orders and Final Account close-out.
• Team player with leadership and problem solving skills.
• Excellent communication with ability to negotiate, influence and persuade others.

Responsabilités

• Assist Commission Manager with a range of cost management tasks.
• Conduct background research, data collection and benchmarking.
• Prepare feasibility studies and procure­ment reports.
• Estimate and cost planning to produce and present final cost plan.
• Tendering and procurement management: pre-qualification, tender lists, preliminaries, tender analysis, reports and contractual documents.
• Manage post‑contract cost variances and change control processes; refer major changes to line manager.
• Perform cost checks and valuations on larger projects to ensure timely, accurate reporting.
• Produce monthly post‑contract cost reports and present to client.
• Input into value engineering; negotiate and agree final accounts.
• Interface with the client and other consultants at all project stages.
• Assist in production of bid documentation.
• Identify improvements to cost management procedures, templates and products.
• Knowledge management: input key learnings into internal database.
• Financial management: monitor ongoing margin levels.

Job Description

• Assisting the Commission Manager on a range of tasks, to include:
• Conducting background research, data collection and benchmarking
• To conduct feasibility studies and writing procurement reports
• Estimating and cost planning to include producing and presenting the final cost plan
• Tendering and procuring, including managing the pre-qualification stage, producing the tender list, putting the preliminaries together, tender analysis, producing the tender report and compiling the contractual documents
• Dealing effectively with post contract cost variances and the change control processes, where applicable referring major changes to line manager
• Responsibility for making cost checks and carrying out valuations on larger projects and in all cases ensuring that timely and accurate cost checking and valuation takes place
• Producing monthly post contract cost reports and presenting them to the client
• Inputting into value engineering. Negotiating and agreeing final accounts
• Interfacing with the client and other consultants, at all project stages
• Assisting in the production of bid documentation
• Identifying ways in which cost management procedures, templates and products can be improved and referring ideas to the appropriate line manager
• Knowledge management – Ensuring that key information and learning generated from each commission is input into the internal database
• Financial management – Keeping track of the ongoing margin levels

Qualifications

• Degree in Quantity Surveying, Cost Management/Engineering or equivalent
• Between 2 – 5 years' experience in related fields
• Candidates with experience in infrastructure, commercial fit out, industrial, mixed development, healthcare, hospitality & leisure, data centres or semi conductor projects as a cost consultant preferred.
• Excellent technical knowledge and experience across the full range of Cost Management duties including: Cost Estimates, Bills of Quantities, Value Engineering, Tendering and Evaluation, Contract Knowledge, Change Orders and Final Account close-out
• Team player with excellent leadership and problem solving skills
• Excellent communication skills with the ability to negotiation, influence and persuade others
