Job summary

TURNER & TOWNSEND PTE. LIMITED in Singapore is seeking a qualified cost consultant to support cost management on diverse infrastructure and development projects.

You will conduct feasibility studies, prepare cost plans, tender analyses and final accounts, and interface with clients and design teams. The ideal candidate has 2–5 years of relevant experience, a degree in Quantity Surveying or related field, and strong communication, negotiation and problem-solving skills to deliver accurate cost

Qualifications

• Degree in Quantity Surveying, Cost Management/Engineering or equivalent.
• 2–5 years' experience in related fields.
• Experience in infrastructure, commercial fit-out, industrial, mixed development, healthcare, hospitality & leisure, data centres or semi conductor projects as a cost consultant preferred.
• Excellent technical knowledge across Cost Management duties: Estimates, Bills of Quantities, Value Engineering, Tendering & Evaluation, Contract Knowledge, Change Orders, Final Account close-out.
• Team player with excellent leadership and problem-solving skills.
• Excellent communication with negotiation, influence and persuasion abilities.

Responsibilities

• Assisting the Commission Manager on a range of tasks including background research, data collection and benchmarking.
• Conduct feasibility studies and write procurement reports.
• Estimate and cost plan including producing and presenting the final cost plan.
• Tendering and procuring including pre-qualification, tender list, preliminaries, tender analysis and reports, and contract documents.
• Manage post contract cost variances and change control processes; refer major changes to line manager.
• Carry out cost checks and valuations on larger projects to ensure timely, accurate reporting.
• Produce monthly post contract cost reports and present to the client.
• Input into value engineering and negotiate/finalize accounts.
• Interface with client and other consultants at all stages; assist in bid documentation.
• Identify improvements to cost management procedures and share with line manager.
• Knowledge management: input key learning into internal database; track margin levels.

• Assisting the Commission Manager on a range of tasks, to include:
• Conducting background research, data collection and benchmarking
• To conduct feasibility studies and writing procurement reports
• Estimating and cost planning to include producing and presenting the final cost plan
• Tendering and procuring, including managing the pre-qualification stage, producing the tender list, putting the preliminaries together, tender analysis, producing the tender report and compiling the contractual documents
• Dealing effectively with post contract cost variances and the change control processes, where applicable referring major changes to line manager
• Responsibility for making cost checks and carrying out valuations on larger projects and in all cases ensuring that timely and accurate cost checking and valuation takes place
• Producing monthly post contract cost reports and presenting them to the client
• Inputting into value engineering. Negotiating and agreeing final accounts
• Interfacing with the client and other consultants, at all project stages
• Assisting in the production of bid documentation
• Identifying ways in which cost management procedures, templates and products can be improved and referring ideas to the appropriate line manager
• Knowledge management - Ensuring that key information and learning generated from each commission is input into the internal database
• Financial management - Keeping track of the ongoing margin levels

Qualifications

• Between 2 - 5 years' experience in related fields
