We have an immediate opening in a Assistant/Contracts Manager in Ang Mo Kio Town Council. The Assistant/Contracts Manager is a direct hire by AMKTC and is responsible for managing procurement, contract administration, quantity surveying, budgeting, and project delivery for Town Council maintenance, cyclical, upgrading, and improvement works. The role ensures compliance with Town Council procurement policies, government regulations, and contract requirements whilst achieving value for money and maintaining high standards of service delivery to residents.
Prepare tender documents, bills of quantities, specifications and contract conditions.
Administer procurement processes including quotations, tenders, evaluations and contract awards.
Manage contract renewals, variations, extensions and terminations. -Prepare cost estimates, budgets and project forecasts.
Build and maintain relationships with contractors, suppliers, and consultants.
Work closely with operations, finance, and estate management teams to ensure contract deliverables are met.
Address contract disputes and resolve performance issues.
Actively source for new vendors who can give value for money and outcomes in the products and services we offer.
Ensure procurement and contract management practices comply with government regulations and audit requirements.
Maintain proper documentation for audit and governance purposes.
Implement internal controls and risk management procedures related to procurement.
Any other adhoc duties assigned
Diploma or Degree in Building Management, Facilities Management, Quantity Surveying, Engineering,
or a related discipline.
At least 3-8 years of relevant experience in contract administration, procurement,quantity surveying, facilities management, property management, or municipal services. Candidates with experience in public sector procurement and contract management within a municipal services setting will have an added advantage.
Excellent analytical and problem-solving skills.
Proficient in Microsoft Office applications, including Excel, Word, and PowerPoint.
Ability to work independently and collaboratively with stakeholders, consultants, and contractors, while managing multiple priorities and meeting contract or procurement deadlines.
