Job summary

Ang Mo Kio Town Council (AMKTC) invites applications for an Assistant/Contracts Manager. You will oversee procurement, contract administration, quantity surveying, budgeting, and project delivery for maintenance, upgrades, and improvement works in our public housing estates.

Reporting to the Senior Manager, you will ensure compliance with government procurement rules, achieve value for money, manage vendor relationships, and support cross-functional teams to deliver high-standard services to

Qualifications

• Diploma or Degree in Building Management, Facilities Management, Quantity Surveying, Engineering, or a related discipline.
• At least 3–8 years of relevant experience in contract administration, procurement, quantity surveying, facilities management, property management, or municipal services.
• Excellent analytical and problem-solving skills.
• Proficient in Microsoft Office applications, including Excel, Word, and PowerPoint.
• Ability to work independently and collaboratively with stakeholders, consultants, and contractors, while managing multiple priorities and meeting deadlines.

Responsibilities

• Contract & Procurement Management: Prepare tender documents, bills of quantities, specifications and contract conditions.
• Vendor & Stakeholder Management: Build and maintain relationships with contractors, suppliers, and consultants, and work with operations, finance, and estate management teams to ensure deliverables.
• Compliance & Governance: Ensure procurement and contract management practices comply with government regulations and audit requirements; maintain documentation and implement internal controls.
• Any other adhoc duties assigned.
