Job summary

Hill International, Inc. is seeking an experienced Testing & Commissioning Manager in Saudi Arabia to oversee integration, validation, and commissioning activities for a major program.

You will lead a cross-disciplinary team, ensure adherence to project standards, and coordinate with multiple stakeholders to achieve successful project handover. Qualifications

• Degree in engineering or scientific discipline.
• Minimum 20 years’ experience in large-scale projects including testing and commissioning management.
• Knowledge of construction operations and field activities of engineering disciplines.
• Experience implementing a zero-accident philosophy.
• Extensive knowledge of health, safety and environmental policies and procedures.

Responsibilities

• Manage integration and validation activities of the Contractor and test/commissioning plans and procedures.
• Lead and supervise a team of discipline engineers in commissioning preparation and execution.
• Ensure completion of implementation conforms to client needs and project standards.
• Plan, organize and supervise works to meet the project schedule.
• Coordinate with Systems Engineering for support and control.
• Liaise with Operator, Civil Defiance, EXPRO and third parties for testing/commissioning requirements.
• Approve testing and commissioning works and participate in regulatory negotiations.
• Initiate risk assessment for testing/commissioning and mitigate risks.
• Attend final inspections and issue contract completion and handover certificates.
• Coordinate all commissioning activities with Client, Contractor, vendors, engineering, subcontractors and others.
• Review calibration of testing equipment and submitted commissioning plans for compliance.
• Prepare and review Testing & Commissioning reports and documentation.
• Ensure training completion for maintenance staff and provide O&M manuals and as-built drawings.

Job description

General Description of Role and Responsibilities:

• Managing the integration and validation activities of the Contractor, together with the validation of all Test and Commissioning plans and test procedures for the program.
• Lead, direct and supervise a team of discipline Engineers in preparation and execution of commissioning of work Location.
• Assuming entire responsibility for the completion of the implementation in conformance with the client’s needs and project standards.
• Plan, organize and supervise works to ensure all works performed within the parameters of the project schedule.
• Liaison with the Systems Engineering team for engineering support and control.
• Coordinate with the Operator, Civil Defiance, EXPRO and other third parties related to all necessary testing and commissioning requirements for the project.
• Ensure all testing and commissioning works are comprehensive and discussed with stakeholders to ensure best implementation.
• Approval of testing and commissioning works.
• Participate in negotiations with regulatory agencies in public meetings with the client.
• Initiate risk assessment of testing and commissioning works, review and endorse risk assessment results and recommend course of action to ensure mitigation of risks.
• Attend to final inspections on completed projects and initiate Contract Completion Certificates and Handover Certificates
• Coordinates all activities for the successful Commissioning of the project within project schedules and contractual requirements. Oversees all coordination between Client, Contractor, vendors, Engineering, sub contractors and any other external or internal agency to ensure the smooth Commissioning of the process plant.
• Review calibration of testing equipment on site.
• Reviewing the testing and commissioning plans submitted by the Contractor to ensure compliance with the operational requirements of the project.
• Writing Testing & Commissioning reports and documentation.
• Ensure completion of training for maintenance and operative staff, O&M manual, spare parts and as-built drawings.
• Informs themselves of the relevant Quality, Environmental, Safety and Occupational Health Policies, Manuals and Procedures within Hill International and ensures continued compliance with these requirements while employed by Hill.
• Perform other duties as assigned by the line manager/supervisor.

Qualifications, Experience, Knowledge and Skills:

• A degree in engineering or scientific discipline.
• Minimum 20 years’ experience in large-scale projects including having worked as the testing and commissioning manager.
• Knowledge of all phases of construction operations relating to field activities of engineering disciplines, construction technologies and jobsite management.
• Experience of implementing a zero accident philosophy.
• Extensive knowledge of health, safety and environmental policies, processes and procedures.
• Knowledge of the Project Construction Environmental Control Plan.
• Excellent knowledge of Water and Wastewater works.
