Qualifications

Job Description

The person will be a specialist and provide technical leadershipfor the end-to-end conceptualization, design, selection, integration, commissioning, and troubleshooting of telecommunication networksenabling reliable, secure, and low-latency Control, Monitoring, Metering, and data handling for:

1. Telecommunication system for Power Transmission system & Substation

2. Telecommunication system for Power Generation plants

The candidate shall lead from front to successfully execute the following key tasks from Engineering office and provide support from conceptual stage to Commissioning stage to both Engineering and Commissioning team.

The expert candidate shall have overall experience in the field of control system for 15 years and in technical leadership level for 5 more years.

Key Responsibilities

1.1) Development of Engineering

a) Telecom for Power Transmission System:

o The candidate shall have in-depth knowledge and hands-on experiencein Engineering & Design of Telecommunication system for Substationand Power Transmission systeminvolving Overhead Transmission lines, UG Cable etc.

This involves selection of Fiber characteristics, Multiplexer, interface cardsrequired for interfacing with various external elements like protection relays, Meters, Substation Automation System, Speech communication, and data communication, with the support of protection & Control System personnel

b) Telecommunication for Plants:

o The candidate shall have in-depth knowledge and hands-on experiencein Engineering & Design of Telecommunication system for Plantsand shall be able to apply the same for Conventional generation / Inverter based generation Plants. This involves selection of Fiber characteristics, Ethernet switches, Time Synchronization, protection relays, Meters, Substation Automation System, Speech communication, data communication with the support of protection & Control System personnel.

• The candidate shall be able to understand the project specific requirements {as mentioned (a) / (b)} and conceptualize the associated Telecom requirements in-depth to develop the Telecom Network Architectureas required.
• Shall have good knowledge in understanding the OEM telecom Productssuch as Multiplexers, Ethernet switches, Fire optics cables, Time Synchronization elements like GPS / GNSSetc. and be able to apply the practical limitations critically while developing the Telecom Network Architecture.
• Shall be capable of traffic engineering low latency & low jitternetwork suitable for PPC/EMS control loops (as required by plant design) to meet the fast setpoint execution, disturbance response, and operational stability.
• Shall be conversant with telecom products from lead OEMssuch as Hitachi, GE, Siemens, Huawei, ZTEetc. and shall be able to determine the various equipment ratings based on Telecom Budgetcalculation.
• The candidate shall have hands-on experience to define the requirement and develop a detailed Specification for the Telecom systemand provide it to engineering.
• Basic understanding of purpose of various equipmentconnected in Transmission system Substation such as PPC, SCADA, RTU, Protection Relay, SCMS, SAS, PMU and their telecom interface points
• Overall knowledge on various communication protocolssuch as Modbus TCP/IP, IEC 101, IEC 104, IEC 61850, GOOSE being applied through Telecom system.
• Hands-on experience in selecting and evaluating GPS / GNSSsystem meeting IRIG-B, PTP protocol, and shall be familiar with IEEE 1588 (PTP) and IEEE C37.238 standards and provide solution with respect to project specific requirements.
• Good knowledge and experience in Cyber securitycompliance checks and test acceptance and apply the same suitably for the project’s intended telecom requirements.
• The candidate shall have in-depth knowledge and hands-on experiencein Engineering & Design of Telecommunication systems as well as providing necessary support for Factory Acceptance Test (FAT).
• Shall support commissioning team with necessary guidance and procedures for Field testing such as Cold and HOT commissioning of Telecom system.Some of the key field tests are listed below: o Telecom power autonomy + Blackout recovery
• Fiber link certification (validating loss budget) for all critical paths
• PRP/HSR seamless redundancy test
• PTP/NTP Stability test
• WAN connectivity
• Cyber security
• Modbus TCP/IP and/ or IEC 104 Transmission check

The candidate shall have hands-on experience with diagnosing the network performance using communication tools:

• wire shark
• Packet capture
• Network Monitoring & diagnostics tools
