Job Title: Site and Construction Manager
Project Description
- Setec is serving in capacity of Program Management Office (PMO) consultant
- The program is a major urban refurbishment in Riyadh, featured by a densely populated and highly built‑up area.
- The program is primarily a “brownfield” development and includes a significant number of heritage structures having historic value
- Our PMO team is collocated with our client and functioning under a unified team framework.
- We are under a multi‑year agreement with extension possibility
Academic qualifications
- Bachelor’s degree in Engineering, Construction Management, Architecture, or a closely related discipline (mandatory).
- Master’s degree in Engineering, Engineering Management, or Construction Administration (preferred).
- Relevant professional certification in project / construction management (e.g. PMP, CCP, or equivalent) is an advantage.
Years’ experience
- Minimum 15+ years of progressive experience in construction management, site supervision, and project delivery.
- At least 7 years in a leadership or client‑facing role on large‑scale, multi-disciplinary projects.
- Experience working in a PMO or Supervision capacity on complex urban or mixed‑use developments, preferably in KSA / GCC.
Key Knowledge Factors
- Strong knowledge of construction methodologies, sequencing, and site logistics across civil, structural, MEP, architectural and infrastructure works.
- Solid understanding of QA/QC systems such as ISO 9001 or Saudi standards/building code, Health, Safety, & Environment (HSE) requirements, and relevant construction codes and regulations within KSA.
- Familiarity with contract administration principles and typical forms of contract used in major projects (e.g. design and build, design‑build, concession).
- Proficiency in using project management and reporting tools (e.g. MS Project/Primavera, dashboards) and awareness of BIM‑enabled coordination.
- Demonstrates strong on‑site leadership and sound decision‑making.
Team Management Responsibilities, if required
- Lead and supervise site‑based teams (resident engineers, inspectors, coordinators) across multiple work packages.
- Allocate workloads, set priorities and monitor staff performance against safety, quality and schedule targets.
- Provide coaching and guidance to junior staff to build capability and ensure consistent application of standards.
Key Responsibilities and Tasks
- Provide overall leadership and direction for all on‑site construction activities, ensuring safe, timely and quality delivery.
- Coordinate daily with contractors, consultants and client representatives to resolve site issues and maintain progress.
- Enforce implementation of QA/QC and HSE requirements on site, including inspections, audits and corrective actions.
- Act as key interface with client, contractors, consultants and authorities on construction‑related matters, including permits and inspections.
- Identify construction risks (technical, schedule, cost, HSE), propose mitigation measures and escalate critical risks as needed.
- Ensure accurate and timely preparation of weekly and monthly progress reports, dashboards and Key Performance Indicators (KPIs) for PMO and client.
Key Deliverables
- Construction Execution Plans and site management frameworks for assigned packages / projects.
- Survey and site investigation review reports, schedules, and Request For Proposals (RFPs) as required.
- Weekly and monthly construction progress reports and KPI dashboards.
- Quality and safety inspection / audit reports with agreed corrective actions.
- Contractor performance evaluations and recommendations (including productivity, quality, safety and compliance).
- Inputs to risk registers, issue logs and mitigation plans related to site and construction activities.
