Job summary

Parsons is hiring a Senior Quality Specialist in Saudi Arabia to lead project-level Quality Management activities. You will implement and maintain ISO 9001 compliant systems, develop quality plans, monitor compliance, and drive continuous improvement across engineering, construction, and procurement teams.

The role requires 17+ years of quality experience in engineering/construction, with IKRA/ CQE or equivalent certification and fluency in Arabic.

Qualifications

  • Bachelor’s degree in Engineering.
  • Minimum 17 years of related quality experience in engineering, construction, infrastructure, or similar projects.
  • IRCA/ISO 9001 Internal Auditor or Lead Auditor / CQE or equivalent certification.
  • Proficiency in Arabic (written and spoken).
  • Extensive knowledge of ISO 9001 quality management systems and related standards.

Responsibilities

  • Supports development, implementation, and maintenance of project-level Quality Management Systems per ISO 9001 and contract requirements.
  • Develops and updates project quality plans, procedures, work instructions, and ITPs.
  • Monitors compliance with quality procedures, specs, standards, and contract requirements.
  • Conducts internal, project, supplier, and subcontractor quality audits and surveillance.
  • Prepares audit reports, tracks corrective actions, and verifies closeout of issues.
  • Maintains project quality records including NCRs and QA metrics.
  • Reviews non-conformance reports and supports root-cause analyses and CAPAs.
  • Reviews contractors’ quality plans, inspection/test plans, and related documentation.
  • Monitors contractor and supplier quality performance and reports noncompliance or risks.
  • Coordinates quality activities with engineering, construction, procurement, safety, and other functions.
  • Participates in project meetings and provides guidance on quality requirements.
  • Prepares quality reports, dashboards, trend analyses, and management inputs.
  • Supports quality reviews and helps establish objectives and performance indicators.
  • Identifies quality trends and recommends corrective actions to improve project performance.
  • Delivers quality awareness training and provides guidance on QMS.

Job Description:

Parsons is looking for an amazingly talented Senior Quality Specialist to join our team!

What You’ll Be Doing:
  • Supports the development, implementation, and maintenance of project-level Quality Management Systems in accordance with ISO 9001, Parsons’ requirements, and applicable client and contractual requirements.
  • Develops, reviews, and updates project quality plans, procedures, work instructions, inspection and test plans, forms, and related quality documentation.
  • Monitors project activities to verify compliance with approved quality procedures, technical specifications, applicable standards, and contract requirements.
  • Conducts and supports internal, project, supplier, and subcontractor quality audits and surveillance activities.
  • Prepares audit reports, documents findings, tracks corrective actions, and verifies the effective and timely closeout of identified issues.
  • Maintains project quality records, including Non-Conformance Reports, Corrective Action Requests, audit findings, inspection records, quality observations, and performance metrics.
  • Reviews and evaluates Non-Conformance Reports and supports project teams in conducting root-cause analyses and developing appropriate corrective and preventive actions.
  • Reviews contractors’ and subcontractors’ quality plans, procedures, inspection and test plans, method statements, material submittals, and other quality-related documentation.
  • Monitors contractor and supplier quality performance and reports areas of noncompliance or potential quality risk to project management.
  • Coordinates quality-related activities with engineering, construction, procurement, safety, contracts, project controls, and other project functions.
  • Participates in project meetings and provides technical guidance regarding quality requirements, procedures, risks, and compliance matters.
  • Prepares regular quality reports, dashboards, trend analyses, presentations, and management review inputs.
  • Supports quality management reviews and assists in establishing quality objectives, performance indicators, and improvement initiatives.
  • Identifies quality trends and recurring issues and recommends practical actions to improve project performance.
  • Supports the preparation and delivery of quality awareness and procedure-specific training to project personnel.
  • Provides guidance and technical support to project personnel regarding Quality Management System requirements and quality best practices.
  • Verifies that products, materials, services, and completed work comply with approved quality requirements.
  • Coordinates with clients, contractors, consultants, suppliers, and internal departments on quality-related matters.
  • Supports client and third-party audits and assists with the preparation, coordination, and closeout of audit requirements.
  • Supports the continual improvement of Parsons’ Quality Management System and project quality performance.
  • Performs other quality-related duties and responsibilities as assigned.
What Required Skills You’ll Bring:
  • Bachelor’s degree in Engineering from a recognized university.
  • Minimum of 17 years of related experience in quality engineering, quality assurance, quality control, or quality management within engineering, construction, infrastructure, or a similar project environment.
  • Quality certification such as an IRCA-approved ISO 9001 Internal Auditor or Lead Auditor certification, ASQ Certified Quality Engineer (CQE), or an equivalent recognized quality certification.
  • Proficiency in Arabic, both written and spoken.
  • Extensive working knowledge of ISO 9001 Quality Management Systems, quality assurance principles, and quality control processes.
  • Demonstrated experience implementing and maintaining project-level Quality Management Systems.
  • Extensive experience conducting internal, project, supplier, and subcontractor audits and surveillance activities.
  • Experience managing Non-Conformance Reports, Corrective Action Requests, audit findings, root-cause analyses, and corrective and preventive actions.
  • Strong knowledge of applicable quality standards and specifications, including relevant ISO, ASME, ANSI, ASTM, and client requirements.
  • Experience reviewing project quality plans, procedures, inspection and test plans, method statements, technical specifications, drawings, and inspection records.
  • Ability to evaluate contractor and supplier quality documentation and monitor quality performance.
  • Strong analytical, problem-solving, root-cause analysis, and risk-assessment skills.
  • Ability to identify quality trends, assess risks, and recommend effective corrective and improvement actions.
  • Excellent written and verbal communication skills, including the ability to prepare clear technical reports and formal project correspondence.
  • Ability to communicate and coordinate effectively with clients, contractors, consultants, suppliers, and multidisciplinary project teams.
  • Ability to conduct meetings, deliver presentations, and provide quality-related training.
  • Proficiency in Microsoft Office applications, including Word, Excel, PowerPoint, SharePoint, and Visio.
  • Strong planning and organizational skills, with the ability to manage multiple priorities and meet project deadlines.
  • Strong attention to detail and a consistent commitment to quality and compliance.
  • Ability to work independently and contribute effectively within a multidisciplinary project team.
  • Ability to provide technical guidance and support to quality personnel and other project team members.
  • Willingness and ability to travel to project sites as required.
