Job summary

Manar Al-Omran Formwork & Scaffolding Services in Dammam seeks a Senior Local Content Specialist to lead local content performance across manufacturing and trading entities, focusing on LCGPA, IKTVA, and Mandatory List compliance to convert compliance into a commercial advantage.

You will build data, controls, and improvement plans, collaborate with Finance, Procurement, HR and factories, and develop ERP dashboards in Excel/Power BI to track local content in real time.

Qualifications

• Bachelor's degree in Accounting, Finance, Supply Chain, or a related field.
• 5 to 8 years of total experience, including at least 3 years in local content reporting.
• Led at least one full LCGPA certification cycle with certifying body involvement.
• Knowledge of LCGPA score card, Mandatory List, price preference, IKTVA guidelines.
• Experience in manufacturing/industrial or contracting companies; SAP/Oracle ERP exposure.
• Advanced Excel; Power BI is an advantage; fluent Arabic and English.
• Based in Dammam with regular travel to group factories and sites.

Responsibilities

• Measure and certify local content per LCGPA; classify expenditure and compute scores.
• Manage annual certification cycle: evidence packs, auditor queries, findings closure, certificate renewal.
• Maintain a single, version-controlled local content register for all entities.
• Prepare IKTVA forecasts, actuals, and plans; secure IKTVA certificate and client requirements.
• Track Mandatory List updates and manage government tender documentation.
• Classify suppliers as local/foreign and track local spend; develop localization cases.
• Quantify Saudization impact and coordinate with HR to capture data in the score.
