Job Description

We are seeking a highly experienced Senior Cost Manager with a strong background in pre-contract services, particularly in benchmarking, cost planning, and procurement strategy, complemented by robust post-contract management capabilities. The successful candidate will play a key role in supporting clients with cost certainty, value optimization, and commercial leadership within complex construction or infrastructure projects. The role will be based in Riyadh, KSA.
Key Responsibilities:
• Lead the preparation of cost estimates and elemental cost plans during early design stages
• Develop detailed benchmarking data, cost models, and rate libraries across sectors and geographies
• Provide strategic advice on procurement, tendering approaches, and risk allowances
• Prepare detailed Bills of Quantities (BoQs), pricing documents, and tender analysis reports
• Facilitate value engineering exercises and provide insights for optimal design-cost decisions
• Collaborate closely with architects, engineers, and consultants to ensure cost-aligned design development
• Manage project cost control and reporting during the construction phase
• Evaluate contractor claims, variations, and payment applications
• Maintain cost forecasting, track budgets, and support change management processes
• Administer contracts in accordance with FIDIC/NEC/JCT conditions
• Support preparation of final accounts and commercial closeout reports
Qualifications & Experience:

• 10+ years of relevant professional experience in cost management and procurement.
• BSc in Quantity Surveying, Procurement, or a related field is required.
• RICS qualification or active RICS training is preferred but not essential.
• Strong team collaboration and stakeholder liaison capabilities.
• Strong knowledge of procurement, tendering, and contract management in construction or infrastructure environments.
