Job summary

Hill International, Inc. is seeking an experienced cost manager for large-scale infrastructure/city development projects in Saudi Arabia. The role involves estimating costs, quantities, and timelines; preparing tender documents; and performing cost analyses for variations and claims.

International project experience and strong communication are essential. The successful candidate will liaise with project teams, review invoices, monitor budgets, and present regular cost reports to management.

Qualifications

  • Bachelor degree in engineering.
  • Minimum 10 years’ experience in large-scale infrastructure or city development projects, Proven experience in handling contractors progress payments.
  • Experience in the construction of water and wastewater projects.
  • Knowledge of professional project management processes and procedures.
  • Excellent verbal and written communication skills.
  • Experience of working internationally.

Responsibilities

  • Helping to estimate costs, material quantities and project timelines. Liaise with multiple teams to keep the project on track.
  • Study drawings and specifications for new projects at the initial stage to calculate materials, costs, labour and time.
  • Prepare tender and contract documents including bills of quantities with client and consultants.
  • Undertake cost analysis for variations and claims; advise on contractual claims and disputes.
  • Value completed work and arrange payments; ensure value for money for clients.
  • Prepare and submit cost estimates and budgets; conduct studies to estimate resources; write budget reports.
  • Track design and construction changes; adjust budget projections.
  • Review contractor and supplier invoices for accuracy and contractual compliance.
  • Collaborate with project managers, architects, and engineers to develop cost-efficient solutions.
  • Prepare and present reports on costs, budget variances and risks.
  • Stay updated on industry trends and integrate best practices into cost management.
  • Comply with Hill International Quality, Environmental, Safety and Occupational Health Policies and procedures.
  • Perform other duties as assigned by the line manager/supervisor.
