The QC Civil Engineer will be responsible for implementing and monitoring quality control activities for all civil works associated with HV/EHV Underground Cable (UGC) projects. The role ensures that civil construction activities comply with approved drawings, project specifications, SEC standards, applicable international standards, approved Method Statements, Inspection & Test Plans (ITPs), and the Project Quality Plan.
The position will coordinate closely with the Project Manager, Site Manager, QA/QC Manager, SEC representatives, consultants, civil contractors, subcontractors, and site teams to ensure that all civil works are completed to the required quality standards.
Key Responsibilities
1. Civil Quality Control & Inspection
- Implement and monitor the approved Project Quality Plan and Inspection & Test Plans (ITPs) for civil works.
- Inspect all civil construction activities related to HV/EHV underground cable projects.
- Ensure construction works comply with approved drawings, specifications, Method Statements, and SEC requirements.
- Prepare and coordinate Inspection Requests (IRs) with SEC and consultants.
- Monitor site activities and ensure proper documentation of all inspections and tests.
- Verify that construction activities are performed using approved materials, methods, and workmanship standards.
2. HV Cable Route & Civil Works
- Inspect and monitor construction of HV underground cable routes, trenches, duct banks, manholes, cable chambers, and associated structures.
- Inspect excavation, soil conditions, formation levels, bedding, backfilling, compaction, and reinstatement works.
- Verify trench dimensions, levels, alignment, clearances, and cable route requirements.
- Inspect installation of ducts, conduits, spacers, warning tapes, marker systems, and protective slabs.
- Monitor concrete works, reinforcement, formwork, grouting, waterproofing, and related structural works.
- Inspect road crossings, utility crossings, drainage arrangements, and reinstatement works.
- Ensure proper coordination between civil and electrical works to prevent damage to installed cables and accessories.
3. Earthworks & Compaction
- Monitor excavation and earthworks in accordance with approved drawings and specifications.
- Inspect soil preparation, subgrade, bedding materials, selected backfill, and compaction.
- Review and verify field density and compaction test results.
- Ensure laboratory and field testing is performed by approved testing agencies.
- Monitor disposal and handling of unsuitable excavated materials.
- Inspect reinforcement steel, formwork, concrete placement, curing, and finishing.
- Verify concrete materials, mix designs, concrete delivery tickets, and test results.
- Witness concrete slump tests, cube tests, and other required laboratory tests.
- Inspect construction of manholes, cable chambers, retaining structures, foundations, and other
associated civil structures.
- Ensure structural works comply with approved drawings and specifications.
5. Material Quality Control
- Review and inspect civil construction materials before and during installation.
- Coordinate Material Inspection Requests (MIRs) and material approvals.
- Verify material certificates, test certificates, and compliance documents.
- Ensure materials such as concrete, reinforcement steel, ducts, pipes, bedding materials, backfill, waterproofing materials, and other civil products meet project and SEC requirements.
- Ensure only approved materials are incorporated into the works.
6. NCR & Corrective Actions
- Identify non-conforming civil works and materials and initiate NCRs where required.
- Coordinate root-cause analysis and corrective/preventive actions.
- Follow up on NCR closure and ensure corrective actions are properly implemented.
- Monitor quality observations and ensure timely resolution.
7. SEC Compliance
- Ensure all civil works comply with Saudi Electricity Company (SEC) specifications, standards, procedures, and approved project requirements.
- Coordinate with SEC inspectors and consultants for civil inspections and approvals.
- Address SEC comments and ensure timely implementation of corrective actions.
- Ensure required Inspection Requests and quality documentation are submitted and approved.
8. Documentation & Reporting
- Maintain complete civil quality records, inspection reports, test reports, material approvals, and certificates.
- Prepare daily, weekly, and monthly quality reports as required.
- Maintain records of soil, compaction, concrete, reinforcement, duct, and other civil tests.
- Assist in preparation of the final Quality Dossier / Turnover Package.
- Ensure all required quality documents are available for final project handover.
9. Site Coordination
- Coordinate with Site Engineers, Construction Managers, Surveyors, Electrical Engineers, subcontractors, and testing teams.
- Participate in daily coordination meetings, quality meetings, and site inspections.
- Ensure civil works are properly coordinated with cable installation activities.
- Monitor site progress and identify potential quality issues before they affect the project schedule.
Qualifications & Experience
- Bachelor's Degree in Civil Engineering from a recognized university.
- Minimum 5 years of relevant experience in civil quality control/QA-QC.
- Proven experience in HV/EHV Underground Cable (UGC) projects or major utility/infrastructure projects is highly preferred.
- Valid Saudi Electricity Company (SEC) approval as QC Civil Engineer is mandatory. Candidates without SEC approval will not be considered.
- Practical experience in cable trench, duct bank, manhole, cable chamber, road crossing, excavation, backfilling, compaction, concrete, and associated civil works.
- Strong knowledge of SEC specifications, civil construction standards, inspection procedures, and quality requirements.
- Experience with EPC contractors, consultants, and utility projects is preferred.
- Knowledge of relevant international standards and construction testing requirements.
- Good command of English; Arabic language skills are an advantage.
