Role Context
The Project Quality Specialist will provide coordinated quality assurance across civil, structural, and architectural works from early construction through inspection, testing, finishing, snagging, and handover. The position links approved design information with site execution by verifying materials, workmanship, dimensional accuracy, laboratory results, structural integrity, architectural finishes, and corrective actions. Strong CSA quality oversight will help reduce rework, prevent recurring defects, improve first-time acceptance, and protect the long-term performance of buildings and infrastructure assets.
Key Responsibilities
- Implement and monitor project quality requirements for civil, structural, and architectural construction activities.
- Review approved drawings, specifications, Method Statements, Inspection and Test Plans, checklists, and inspection requirements before work proceeds.
- Conduct planned quality surveillance and inspections of critical CSA activities.
- Monitor Contractor and Subcontractor compliance with approved quality procedures and project requirements.
- Review CSA-related Material Inspection Requests, Work Inspection Requests, test reports, certificates, and quality records.
- Verify approved materials are correctly received, stored, protected, handled, and installed.
- Identify workmanship defects, material concerns, non-conformances, and quality risks at an early stage.
- Review NCRs and quality observations and support structured root cause analysis for significant or recurring issues.
- Coordinate corrective and preventive action plans with Construction and Engineering teams.
- Verify completed rectification and objective evidence before recommending NCR closure.
- Maintain complete and traceable inspection, testing, material, corrective action, and acceptance records.
- Participate in Client and Consultant inspections, quality audits, surveillance activities, technical reviews, and coordination workshops.
- Track closure of quality observations, punch-list items, outstanding defects, and incomplete inspections.
- Prepare CSA quality reports, dashboards, and performance summaries for project management.
- Provide technical quality advice to Construction, Engineering, and multidisciplinary delivery teams.
- Support lessons-learned activities and quality improvement initiatives focused on defect prevention.
Civil Quality Responsibilities
- Monitor excavation, grading, earthworks, backfilling, compaction, and formation preparation.
- Inspect subgrade, capping, sub-base, pavement-related works, drainage, foundations, and underground civil construction.
- Review soil, aggregate, concrete, asphalt, and other civil material test results.
- Verify field and laboratory testing is completed at the required frequency and according to approved procedures.
- Monitor concrete batching, delivery, placement, vibration, curing, and finishing.
- Review concrete mix designs, cube or cylinder testing, and failure investigations.
- Inspect waterproofing, sealants, expansion joints, construction joints, and protection systems.
- Verify construction tolerances, levels, dimensions, alignment, and interfaces with utilities, roads, drainage, and MEP systems.
Structural Quality Responsibilities
- Inspect structural concrete foundations, columns, beams, slabs, walls, and associated elements.
- Verify reinforcement spacing, cover, anchorage, laps, fixing, and compliance with approved drawings.
- Check formwork stability, dimensions, cleanliness, embedded items, openings, and construction joints before concrete placement.
- Monitor structural steel fabrication, erection, alignment, bolting, welding, and connection quality.
- Review welding procedures, welder qualifications, inspection reports, and NDT results where applicable.
- Inspect structural steel coatings, fireproofing, corrosion protection, and associated finishes.
- Monitor structural tolerances, levels, alignment, and dimensional compliance.
- Coordinate resolution of structural quality issues with Engineering and Design teams.
Architectural Quality Responsibilities
- Monitor architectural finishes, building envelope systems, and final appearance requirements.
- Inspect blockwork, drywall, plastering, screeds, flooring, ceilings, painting, and decorative finishes.
- Review installation quality of doors, windows, curtain walls, glazing, louvers, and architectural metalwork.
- Inspect façade interfaces, waterproofing, sealants, and envelope protection systems.
- Verify materials and finishes against approved samples, mock-ups, benchmark areas, and specifications.
- Coordinate architectural quality requirements with structural and MEP interfaces.
- Monitor protection of completed finishes to prevent damage during subsequent construction activities.
- Track architectural defects and snagging items through effective closure.
Airport / Infrastructure and Airfield Responsibilities
- Provide CSA quality oversight for airport terminals, airfield facilities, support buildings, roads, aprons, infrastructure, and external areas.
- Monitor civil, structural, and architectural works across airside and landside environments.
- Coordinate quality requirements with MEP, utilities, aviation systems, and complex infrastructure interfaces.
- Support phased construction and quality control within restricted operational airport environments.
- Ensure CSA works comply with Client, Consultant, authority, airport, and project-specific requirements.
- Participate in inspections supporting airport building, infrastructure, and final operational readiness.
Inspection and Testing
- Review and monitor CSA Inspection and Test Plans and inspection procedures.
- Coordinate inspections with Contractors, Consultants, Subcontractors, and Client representatives.
- Ensure Hold Points and Witness Points are properly identified and controlled.
- Review laboratory and field test requirements, material certificates, calibration records, and inspection evidence.
- Monitor testing frequency and acceptance criteria across civil, structural, and architectural works.
- Track failed inspections and tests and ensure corrective action is completed before progression.
- Maintain complete inspection and testing records throughout project execution.
NCR and Quality Issue Management
- Review and technically assess CSA-related NCRs and quality observations.
- Support identification of root causes for construction defects, failed tests, material problems, and workmanship concerns.
- Coordinate corrective actions with Contractors, Engineering, and Construction teams.
- Verify rectification works against approved requirements.
- Monitor recurring issues and recommend preventive measures.
- Maintain CSA NCR registers, quality observation logs, and action trackers.
Quality Audits and Reporting
- Conduct quality surveillance and support audits of CSA construction activities.
- Review Contractor and Subcontractor Quality Management Systems.
- Monitor implementation of project procedures and ISO 9001 quality management principles.
- Prepare inspection reports, audit findings, weekly summaries, and monthly CSA quality reports.
- Monitor quality indicators including NCRs, observations, inspection pass rates, test failures, rework, material rejection, audit findings, and corrective action closure.
- Analyze trends and provide practical improvement recommendations to Project Quality Management.
Ideal Profile
The position requires a Bachelor 's Degree in Civil Engineering, Structural Engineering, Architectural Engineering, Construction Engineering, or a related discipline, supported by at least 10 years of relevant CSA quality assurance and quality control experience. Candidates should have strong practical exposure to civil, structural, and architectural quality management on major airport, infrastructure, commercial, industrial, or large-scale building projects. The successful professional should understand concrete, structural steel, earthworks, pavements, waterproofing, façades, architectural finishes, material inspection, field testing, and multidisciplinary construction interfaces. Strong experience with ITPs, Method Statements, WIRs, MIRs, NCRs, quality records, corrective actions, and inspection documentation is essential. Knowledge of international construction codes, specifications, quality control procedures, and ISO 9001 principles is expected. Airport or airfield construction experience is highly desirable. ISO 9001 Lead Auditor, CQI-IRCA, or an equivalent quality certification is preferred, while professional engineering certification would provide an additional advantage.
