Job summary

AECOM is seeking a senior Project Controls Engineer to lead planning, scheduling and cost management for a major rail project in Riyadh. You will develop the Integrated Master Schedule, monitor baselines, analyse delays and drive recovery plans with cross-functional teams.

You will establish cost control systems, produce EVM reports, develop KPI dashboards, and present status to senior stakeholders. A minimum 18 years in project controls and leadership on large rail projects are expected.

Qualifications

  • Bachelor's Degree in Engineering, Construction Management, Project Management, or related discipline.
  • Master's Degree is preferred.
  • Certifications: PMP, PMI-SP, CCP, PRINCE2 or equivalent.
  • Minimum 18 years of project controls experience.
  • At least 10 years in a leadership role on large-scale rail, metro, high-speed rail, railway infrastructure, or transportation projects.

Responsibilities

  • Develop and maintain the Integrated Master Schedule (IMS) for the rail project.
  • Monitor project progress against baselines and milestones.
  • Analyze schedule performance and identify delays, critical path activities, and recovery plans.
  • Coordinate with engineering, procurement, construction, systems, and commissioning teams to ensure schedule integration.
  • Conduct schedule risk analysis and forecast project completion dates.
  • Establish project cost control systems and procedures.
  • Monitor project budgets, commitments, expenditures, and forecasts.
  • Prepare Cost Performance Reports and Earned Value Analysis (EVM).
  • Identify cost variances and recommend corrective actions.
  • Manage project cash flow forecasts and financial reporting.
  • Develop project KPI dashboards and performance metrics.
  • Produce weekly and monthly progress reports for management and client review.
  • Present project status, trends, and forecasts to senior stakeholders.
  • Ensure accurate progress measurement across all project workstreams.
  • Maintain project risk registers and mitigation plans.
  • Support quantitative and qualitative risk assessments.
  • Lead the project change management process.
  • Evaluate schedule and cost impacts of change requests and variations.
  • Track claims, variations, and contractual implications.
  • Support commercial teams in evaluating claims and change orders.
  • Review contractor schedules, progress reports, and recovery plans.
  • Assist in dispute resolution related to schedule and cost matters.
  • Coordinate with contract management teams to ensure compliance.
  • Lead and mentor Project Controls Engineers, Planners, Cost Engineers, and Reporting Specialists.
  • Interface with client representatives, consultants, contractors, and project teams.
  • Establish project control standards, procedures, and reporting frameworks.
  • Drive continuous improvement initiatives across project controls functions.

Job Description
Planning & Scheduling
