Job summary

Hill International seeks a Program Manager to lead large-scale infrastructure programs from planning through execution in Saudi Arabia. You will coordinate with sponsors, cross-functional teams, and project managers to define scope, resources, budgets, and timelines while ensuring risk management and compliance with safety and environmental standards.

You will manage budgets, oversee contracts, and optimize project sequencing to minimize disruption.

Qualifications

  • Bachelor's degree in engineering from an accredited university.
  • Minimum 20 years' experience in managing large-scale infrastructure programs consisting of multiple projects.
  • Experience with major government and/or semi-government programs and projects.
  • Extensive experience in the construction management of water and wastewater works.
  • Experience implementing a zero-accident philosophy.
  • Experience engaging with government entities / utility providers.
  • Excellent verbal and written communication skills.
  • Experience working internationally.

Responsibilities

  • Participate in planning and formulation of design alternatives and solutions for the construction project.
  • Work with project sponsor, cross-functional teams, and project managers to develop scope, deliverables, required resources, work plan, budget, and timing for new initiatives.
  • Manage program and project teams for optimal ROI, and coordinate and delegate cross-project initiatives.
  • Identify key requirements for cross-functional teams and external vendors.
  • Develop and manage budget for projects and be accountable for delivering against established goals/objectives.
  • Work with other program managers to identify risks and opportunities across multiple projects within the department.
  • Analyze, evaluate, and overcome program risks, and produce program reports for managers and stakeholders.
  • Communicate with the Client's representatives regarding Project Progress and concerns.
  • Develop and administer project budgets and fiscal controls, contracts, and quality control provisions.
  • Direct work sequencing to expedite projects delivery and minimize disruption of ongoing operations.
  • Ensure projects operations comply with design specifications and client requirements.
  • Inform themselves of Quality, Environmental, Safety and Occupational Health Policies and ensure compliance.
  • Perform other duties as assigned by the line manager/supervisor.

The Program Manager ensures effective risk management, quality control, and compliance with design specifications, safety, and environmental standards. Additionally, the role manages stakeholder communication, oversees contracts and fiscal controls, and optimizes project sequencing to enhance delivery efficiency and minimize operational disruption.

Responsibilities
