Job Objective
To supervise and manage all procurement and contract‑related activities in alignment with operational plans. The role ensures effective supplier evaluation, tendering, contracting, and procurement execution while achieving the best quality, cost efficiency, and compliance with approved policies and procedures.
Key Responsibilities
- Supervise and manage daily procurement operations, including supplier evaluation, bid solicitation, tender opening, purchase order execution, and receipt of goods and services.
- Participate in developing operational plans and executive programs for procurement activities, ensuring prioritization of purchasing needs.
- Ensure procurement activities comply with approved policies, procedures, and best practices.
- Build and maintain a comprehensive supplier database; evaluate supplier pricing, performance, and service quality.
- Coordinate effectively with internal departments and external business partners.
- Manage negotiations with suppliers and review contracts for materials and services.
- Oversee tender processes from announcement through evaluation, ensuring transparency, compliance, and proper documentation.
- Analyze technical and financial bids, prepare evaluation reports, and submit recommendations to senior management.
- Prepare and review tender terms, selection criteria, performance guarantees, and penalty clauses.
- Monitor procurement costs and pricing trends, providing analytical reports and recommendations.
- Build and maintain a database of frequently consumed materials and key suppliers.
- Prepare specialized procurement and tender‑related reports and ensure proper storage in relevant systems.
- Perform any other tasks assigned by the direct manager within the scope of expertise.
Required Qualifications & Skills
- Bachelor’s degree in Business Administration or a related field.
- 12–15 years of relevant experience in procurement and contract management.
- Strong knowledge of tendering processes, contract negotiation, and supplier management.
- Excellent analytical, reporting, and negotiation skills.
- Excellent command of Arabic and English (spoken and written).
- Strong leadership, communication, and coordination abilities.
