AtkinsRéalis in Saudi Arabia seeks a senior Materials SME to act as the technical authority for construction materials, quality compliance, testing, and material engineering across bridge and transportation assets.
You will lead material specifications, review submittals, develop compliance workflows, supervise laboratory testing, and mentor project teams to ensure durability, performance, and safe, compliant delivery.
The Materials SME will serve as the technical authority for all construction materials, quality compliance, testing, and material engineering matters associated with the Clients. The role is responsible for ensuring that all materials utilized throughout the project meet contract specifications, client requirements, international standards, and long-term durability requirements for bridge and transportation infrastructure assets.
Act as the principal Materials Engineering authority for the Projects. Provide specialist technical advice to project management, engineering, construction, quality, and commercial teams. Establish project material compliance strategies and quality management requirements. Review and approve material specifications, material submittals, testing requirements, and quality procedures. Lead resolution of complex material-related technical issues throughout project execution. Ensure compliance with clients needs, MOTLS, Saudi standards, and international best practices.
Review contractor material submittals and technical compliance documentation. Ensure all materials conform to project durability and performance requirements. Develop material approval workflows and compliance tracking processes. Support procurement teams in technical material evaluations.
Establish project-wide material testing requirements and quality assurance protocols. Review and approve testing plans and laboratory procedures. Assess laboratory performance and ensure compliance with project standards. Review and validate test results and compliance records.
Ensure material selections support the long-term performance of bridge and infrastructure assets. Review durability design requirements and recommend enhancements where appropriate. Support lifecycle cost optimization through material engineering solutions.
Provide technical support during material installation and construction activities. Review material inspection records and quality documentation. Support Resident Engineers, Material Inspectors, and QA/QC teams on technical compliance matters. Participate in audits, surveillance activities, and quality reviews. Investigate material non-conformances and approve corrective action strategies.
Concrete Engineering Review and approve concrete mix designs. Monitor production, transportation, placement, curing, and testing procedures. Assess high-strength and specialty concrete applications. Ensure compliance with bridge-specific concrete performance requirements.
Structural Steel Engineering Review fabrication procedures and steel material certifications. Assess welding materials, coating systems, and corrosion protection requirements. Verify compliance with project requirements for bridge steelwork and fabricated components. Support inspections and factory acceptance testing.
Evaluate material suppliers, manufacturers, and production facilities. Participate in supplier audits and factory inspections. Assess alternative material proposals and value-engineering opportunities. Ensure supply chain compliance with specified quality standards. Review source approvals and manufacturing capabilities.
Develop mitigation plans and contingency measures. Advise leadership on material risks impacting project schedule, cost, or quality. Participate in project risk workshops and technical reviews.
Ensure material selection and usage align with project HSE requirements. Promote environmental sustainability in material sourcing and utilization. Support implementation of sustainable construction practices. Ensure compliance with environmental regulations and project sustainability objectives. Participate in safety reviews relating to material handling, storage, and testing.
Qualifications Bachelor's Degree in Civil Engineering, Materials Engineering, Construction Materials, or a related discipline. Master's Degree in Materials Engineering, Structural Engineering, or Construction Technology is highly desirable. Professional Engineer (PE), Chartered Engineer (CEng), or equivalent certification preferred. Membership of recognized professional institutions such as ICE, ASCE, CIHT, ACI, or IStructE is advantageous.
Minimum 15 years of professional experience in materials engineering and quality management. Minimum 10 years of experience on major bridge and transportation infrastructure projects. Significant experience overseeing material compliance for projects exceeding USD 250 million. Previous GCC and Saudi Arabia project experience is highly desirable. Experience working within PMC, consultant, client, or major contractor organizations is preferred.
