The EY Financial Sustainability and Spending Efficiency (FSSE) practice supports EY’s global client‑serving teams in delivering comprehensive advisory services across the Government and Public Sector (GPS). The practice enables clients to strengthen their Financial Sustainability and Spending Efficiency functions through a wide range of solutions, including Financial Services, Spend Reviews, Non‑Oil Revenue Development, Procurement Enhancement, Local Content Development, and other specialized offerings across the MENA region.

The Opportunity

To support public and private sector clients in Saudi Arabia in developing, implementing, and optimizing local content strategies that comply with the Local Content and Government Procurement Authority (LCGPA) requirements and national economic objectives. The role focuses on measuring, enhancing, and reporting local content performance throughout project lifecycles, ensuring accurate calculation of local content percentages and maximization of economic benefits within the Kingdom of Saudi Arabia.

Key Responsibilities
  • Develop and implement local content strategies aligned with national objectives and regulatory requirements.
  • Develop the operating model, value chain, organization structure, roles and responsibilities and policies and procedures for the Local Content Department for clients.
  • Identify the baseline for in‑country value within each category of spend, and review corresponding baselines for contracts and RFPs to ensure alignment with local content objectives.
  • Advise clients on how to integrate local content goals into procurement, supplier development, workforce planning, and investment decisions.
  • Identify opportunities to increase local participation through capacity building, supplier localization, and workforce development.
  • Lead the calculation of local content percentages and preferences based on recognized frameworks, including actual expenditure on local goods and services, supplier development and R&D and asset depreciation and local technology contributions.
  • Support clients in determining baseline (existing local content level) and target local content metrics required for high‑value contracts or certification.
  • Assist clients in preparing documentation and evidence for compliance with local content standards and regulations.
  • Develop and refine criteria for evaluating local content performance in projects and contracts.
  • Develop incentive programs for suppliers to enhance the local content presence.
Qualifications
  • A Bachelor’s degree in Finance, Business, Economics, Engineering, MBA is a plus.
  • 6‑10 years of professional experience within the following areas:
    • Local Content
    • Public Procurement
  • Previous consulting experience in Big‑4 firms is a must.
  • Relevant professional certificates is a plus (PMP, CIPS, etc).
  • Strong understanding of Saudi local content regulations, LCGPA standards.
  • Strong understanding of the Saudi General Procurement and Tenders Law (GTPL).
