Purpose
To provide support to the Commissioning/Engineering team in overseeing Instrument & Controls engineering to ensure safe and smooth commissioning activities at IGCC Power Plant facilities under JIGPC in Jazan, Saudi Arabia.


Nature & Scope
The Jazan IGCC is the world’s largest IGCC and ASU facility, producing 2100 MMSCFD syngas, 18,000 MT/Day Oxygen, and 4 Gigawatts of power. Facilities include residue gasification, acid gas cleanup (Rectisol), soot ash recovery, sulfur recovery (Claus & Scot), combined cycle power plants, materials handling systems, hydrogen recovery, air separation, water utilities, and wastewater treatment. Proper functioning of Instrumentation & Controls is critical for safe, reliable, and efficient plant operations. The Senior Instrument Engineer will lead interactions with plant operations, maintenance, and engineering teams, providing hands-on support, instructions, and technical guidance on Instrumentation & Controls systems. The role emphasizes teamwork, communication, organization, change management, work process optimization, planning, leadership, and technical skills across engineering disciplines.


Principal Accountabilities


Safety:
• Maintain a safe work environment, employ good housekeeping, and demonstrate leadership in safe work practices to prevent injuries.


Engineering:
You will provide process control engineering support and leadership, including:

  • Supporting engineering evaluations, issuing technical guidance, and overseeing inspection and quality assurance for Instrument & Controls systems.
  • Supporting commissioning activities and maintaining documentation and quality standards.
  • Developing engineering specifications and contributing to standards, procedures, and best practices.
  • Implementing safety systems and revalidation programs.
  • Supporting troubleshooting, calibration, and maintenance of plant analyzers and flow meters.
  • Developing risk-based inspection and calibration programs.
  • Driving safety, reliability, and cost improvements.
  • Participating in industry best practice forums and mentoring local engineers.

Job Requirements

  • Engineering degree in Electronics with 10 years of relevant experience, particularly in Power Plant O&M or commissioning.
  • Experience with Siemens SPPA-T3000, Honeywell Experion DCS, field instrumentation, gas analyzers, and control valves. Basic networking knowledge is a plus.
  • Troubleshooting and servicing field instruments and control systems in various plant sections.
  • Compliance with Safety Management Systems.
  • Knowledge of SIL, SIS, SIF, SCADA principles.
  • Ability to develop and modify control logic per MOCs.
  • Experience with gas and water analyzers, sampling systems, analog and logic controls, Profibus.
  • Detailed knowledge of PID controllers.
  • Hands-on skills in configuring, calibrating, troubleshooting, and repairing plant instrumentation.
  • Strong troubleshooting, problem-solving, and systematic thinking skills.
