Role Description

This is a full-time on-site role based in Riyadh for a Human Resources Manager. The Human Resources Manager will lead and oversee HR operations, develop and implement policies, manage recruitment and onboarding, and ensure compliance with local labor laws and regulations. Additional duties include addressing employee relations, managing performance evaluations, designing training programs, and collaborating with management to align HR strategies with the company's overall objectives. The role also involves fostering a positive workplace culture and supporting employee engagement initiatives.

Key Responsibilities
Strategic HR Management
  • Develop and implement HR strategies aligned with company goals and Saudi employment regulations.
  • Advise management on workforce planning, organizational development, and employee relations.
  • Establish HR policies, procedures, and SOPs in line with Saudi Labor Law.
Recruitment & Saudization (Nitaqat)
  • Manage end-to-end recruitment for Saudi nationals and expatriates.
  • Ensure compliance with Saudization targets under the Nitaqat program.
  • Coordinate with government platforms (Qiwa, Taqat) for hiring Saudi nationals.
  • Manage offer letters, employment contracts, and onboarding processes.
Employee Relations & Labor Law Compliance
  • Handle disciplinary actions, grievances, and dispute resolution.
  • Ensure compliance with Saudi Labor Law, company policies, and ethical standards.
  • Represent the company in labor-related matters with MOL, courts, or authorities if required.
  • Manage employee terminations, resignations, and end-of-service settlements (EOSB).
  • Oversee payroll processing in coordination with Finance.
  • Ensure accurate salary payments, allowances, deductions, and EOS calculations.
  • Manage GOSI registrations and monthly contributions.
  • Administer benefits including medical insurance and leave management.
Performance Management & Training
  • Design and implement performance appraisal systems.
  • Identify training needs and coordinate employee development programs.
  • Support leadership development and succession planning initiatives.
Government & System Administration
  • Manage and maintain HR systems and portals including:
  • GOSI
  • Absher
  • MOL (MHRSD)
  • Ensure timely renewal of Iqamas, work permits, and company licenses.
  • Maintain accurate employee records and HR reports.
HR Operations & Reporting
  • Prepare HR dashboards, reports, and analytics for management review.
  • Monitor HR KPIs including turnover, absenteeism, Saudization ratios, and payroll costs.
  • Conduct audits to ensure HR compliance and process efficiency.
Qualifications
  • Human Resources management skills, including organizational and strategic planning abilities
  • Expertise in recruitment, employee relations, and performance management
  • Experience in the development and implementation of HR policies and training programs
  • Knowledge of local labor laws, compliance requirements, and legal frameworks
  • Strong communication, interpersonal, and leadership skills
  • Problem-solving abilities and experience in conflict resolution
  • Bachelor\'s degree in Human Resources, Business Administration, or a related field (Master’s degree is a plus)
  • Minimum of 8 years of experience in HR
  • Previous experience in the retail or healthcare industry is an advantage
  • Proficiency in Human Resources Information Systems (HRIS) and Microsoft Office Suite
  • Fluency in Arabic and English is required
