Job summary

A leading engineering company in Saudi Arabia is seeking an HSE Officer to ensure compliance with safety legislation and promote a positive safety culture. Candidates should have over 5 years of relevant HSE experience, including comprehensive knowledge of HSE laws and the ability to conduct risk assessments and safety trainings. The role requires a diploma or bachelor's degree in a related field and mandatory professional certifications such as NEBOSH and IOSH. This position offers an opportunity to work in a dynamic environment with the possibility of on-site challenges.

Qualifications

  • 5+ years of relevant HSE experience, with at least 3 years in multinational or large national companies.
  • Proven track record in managing HSE practices in construction, engineering, or industrial environments.
  • Demonstrated experience in construction of power stations and electrical substations.

Job description
Overview

This position exists to ensure that employers and workers comply with safety legislation and that safety policies and practices are adopted and adhered to. HSE Officers use their knowledge and skills to promote a positive health and safety culture in the workplace.

Responsibilities
  • Implements all safety aspects as per Company policy, client-approved LPP, contractual and legal requirements related to the project.
  • Obtains information on work schedules and analyzes safety requirements and hazards.
  • Ensures concerned supervisors and foremen conduct daily safety reviews and implement safety aspects relevant to the particular type of work.
  • Ensures that the foreman and operators are trained, qualified, authorized and licensed.
  • Forecasts risks and corrects unsafe acts.
  • Adopts a zero risk policy in all fields of activities.
  • Reports immediately any safety violation directly to the Project Manager.
  • Checks usage of proper tools and allows use only if found satisfactory.
  • Ensures workers wear safety gear such as safety belts, gloves, safety shoes, hard hats, etc.
  • Carries out daily inspections to ensure safe working methods are in operation and HSE requirements are observed, and welfare/first aid facilities are properly maintained on site.
Minimum Academic Qualifications
  • Diploma or Bachelor's Degree in Engineering, Environmental Science, Occupational Health & Safety, or a related technical discipline.
Professional Certifications (Mandatory)
  • NEBOSH International General Certificate (IGC)
  • IOSH Managing Safely
  • OSHA 30-hour Certification (Construction or General Industry)
  • Additional certifications are an advantage:
  • Train the Trainer (certified by a recognized body)
  • ISO 45001:2018 Internal Auditor
  • First Aid/CPR, Fire Safety, Risk Assessment
Experience
  • Minimum of 5 years of relevant HSE experience, with at least 3 years in multinational or large national companies.
  • Proven track record in managing HSE practices in construction, engineering, or industrial environments.
  • Demonstrated experience in construction of power stations, distribution, transmission lines/OHTL, HV/EHV, 132 kV/380 kV and electrical substation, particularly in HSE/Safety roles.
Technical Skills
  • Strong knowledge of HSE laws, standards, and international best practices (e.g., OSHA, ISO 14001, ISO 45001).
  • Ability to conduct risk assessments, accident/incident investigations, audits, and safety inspections.
  • Proficient in preparing HSE reports, plans, and documentation.
  • Familiar with permit-to-work systems and emergency response planning.
Soft Skills
  • Strong verbal and written communication skills in English.
  • Ability to deliver safety training and toolbox talks effectively to a diverse workforce.
  • Excellent interpersonal and leadership skills with the ability to influence safety behavior.
  • Problem-solving, analytical, and conflict-resolution skills.
Computer Literacy
  • Proficient in MS Office Suite (Word, Excel, PowerPoint).
  • Familiarity with HSE management systems/software is a plus.
Other Requirements
  • Physically fit and able to work on-site in challenging environments.
  • Valid driver’s license (if travel between sites is required).
  • Willing to work flexible hours or shifts as per project demands.
