Fluor Arabia is seeking an experienced HSE Director to provide strategic and operational leadership for Health, Safety and Environmental functions across offices and projects within the MENA region. You will serve as a key business partner to regional and project leadership, ensuring safe, compliant, and sustainable project execution while supporting operational excellence and client satisfaction.

Qualifications

  • Bachelor's degree in Occupational Safety, Engineering, or related discipline; HSE qualification required.
  • Minimum 15 years of progressive HSE leadership experience within EPC, petrochemical, energy, life sciences, advanced manufacturing, mining, or metals industries.
  • Experience supporting large and complex capital projects.
  • Experience managing geographically dispersed teams and stakeholders.
  • Middle East and multinational project environment experience preferred.
  • Strong knowledge of construction HSE legislation, regulatory requirements, and industry standards.
  • Experience with ISO 45001 and ISO 14001 standards and audits.
  • Lead Auditor qualification preferred.
  • TapRooT® or equivalent incident investigation training preferred.
  • Professional HSE certification such as CSP, NEBOSH Diploma, GradIOSH, CMIOSH, or equivalent.
  • Strong leadership, stakeholder management, and influencing skills.
  • Excellent verbal and written communication skills in English.
  • Additional regional language skills are advantageous.
  • Strong analytical, strategic thinking, and problem-solving capabilities.
  • Proficient in Microsoft Office applications, including Excel and PowerPoint.
  • Ability to build and maintain trusted relationships with clients, contractors, and internal stakeholders.
  • Must be qualified and authorized to work in Saudi Arabia as an HSE Director.
  • Based in Al Khobar with occasional travel requirements.

Responsibilities

  • Lead implementation of HSE management systems, standards, and processes across regional offices and projects.
  • Develop regional HSE strategies, objectives, and performance improvement plans.
  • Lead, mentor, and develop regional HSE teams and professionals.
  • Manage HSE budgets, workforce planning, and resource allocation to support project execution and business growth.
  • Lead internal and external HSE audits, including ISO 45001 and ISO 14001 certification activities.
  • Develop and deploy HSE and sustainability programs aligned with corporate and regional requirements.
  • Promote a strong safety culture through training, coaching, awareness, and recognition programs.
  • Conduct compliance reviews and gap assessments and implement corrective action plans.
  • Coach senior leaders and strengthen HSE accountability throughout the organization.
  • Provide HSE performance reports, risk analysis, and improvement recommendations to leadership.
  • Monitor industry trends, best practices, and regulatory developments to drive continuous improvement.
