The role of the Human Resources Manager (Middle East) is to deliver operational, generalist HR support across the Middle East region, with primary responsibility for Saudi Arabia. The role focuses on the consistent delivery of HR processes, payroll coordination, employee relations case management, and compliance with local employment legislation.
Operating within established HR policies and frameworks, and with delegated authority, the role provides hands‑on HR support to managers and employees while escalating complex, high‑risk, or strategic matters to the Human Resources Business Partner.
Key Responsibilities and Mapped Competencies
Operational HR Management
Ensures Accountability, Customer Focus
- Deliver day‑to‑day HR operations across the Middle East region, with primary focus on Saudi Arabia.
- Coordinate and administer the full employee lifecycle, including onboarding, contractual changes, and exits.
- Maintain accurate and compliant employee records and HR data within HR systems.
- Act as the first point of contact for routine HR queries from employees and managers.
- Support the implementation and continuous improvement of HR processes as directed by the Human Resources Business Partner.
Payroll and Benefits Administration
Drives Results, Attention to Detail
- Coordinate end‑to‑end payroll processing across the Middle East, with hands‑on responsibility for Saudi Arabia payroll.
- Work with payroll providers and finance teams to ensure payroll accuracy, timeliness, and statutory compliance.
- Investigate and resolve routine payroll and benefits queries, escalating issues where required.
- Administer employee benefits in line with statutory and company requirements.
- Support salary review processes, payroll audits, and budget inputs as directed.
Employee Relations and Legal Compliance
Courage, Integrity
- Provide first‑line employee relations support, including absence management, grievances, disciplinary processes, and performance management.
- Ensure HR activities comply with Saudi labour law and applicable employment legislation across the Middle East.
- Prepare employment contracts, HR letters, and disciplinary documentation in Arabic and English.
- Monitor changes in labour legislation and upscale compliance risks to the Human Resources Business Partner.
- Escalate complex, sensitive, or high‑risk employee relations matters in line with agreed escalation protocols.
Saudi HR Systems, Immigration, and Saudization Compliance
Ensures Accountability, Attention to Detail
- Own and administer Saudi HR and immigration platforms, including Qiwa, GOSI, Muqeem, and Absher, ensuring data accuracy and regulatory compliance.
- Manage end‑to‑end employment lifecycle administration in KSA, including EOSB calculations, employment documentation, and statutory HR reporting.
- Monitor and report on Saudization ratios, escalating compliance risks or regulatory changes to the Human Resources Business Partner.
Recruitment and Workforce Support
Develops Talent, Collaboration
- Support recruitment activity across the Middle East region, including coordination of interviews and onboarding.
- Ensure recruitment processes comply with Saudization requirements and local employment legislation.
- Provide operational recruitment support to hiring managers in line with approved workforce plans.
Stakeholder Engagement and Support
Business Insight, Action‑Oriented
- Build effective working relationships with managers and employees across the region.
- Provide practical, policy‑aligned HR guidance to support day‑to‑day people management.
- Support regional HR initiatives and projects as directed by the Human Resources Business Partner.
Skills and Experience Required
- Bachelor’s degree in Human Resources, Business Administration, or a related discipline.
- Minimum of 4–6 years’ experience in an operational HR generalist role.
- Demonstrated experience supporting payroll and HR compliance in Saudi Arabia.
- Strong working knowledge of Saudi labour law and awareness of employment practices across the Middle East.
- Fluency in Arabic and English, with the ability to read, write, and communicate professionally in both languages.
- Experience working with HRIS systems and external payroll providers.
- Strong organisational skills and attention to detail.
