Job summary

Khidmah seeks a Senior Estimation & Procurement Engineer in Facilities Management to oversee end-to-end bidding, pricing, and vendor sourcing under tight deadlines.

You will review tender documents, prepare cost estimates, issue RFQs, negotiate with suppliers, and manage project mobilization while ensuring compliance with HSE and information security standards.

Qualifications

• Bachelor’s degree in Electrical, Mechanical, or related Engineering discipline.
• 5–7 years in Facilities Management, with 3–5 years in Estimation & Procurement.
• Strong track record in multi-tender management under tight timelines.

Responsibilities

• Review tender documents (RFPs, BOQs, drawings, SLAs, KPIs) to prepare cost estimates and submissions.
• Issue RFQs, evaluate quotes, and negotiate prices, scopes, and delivery timelines.
• Coordinate project mobilization, manpower, materials, equipment, and logistics for start-up.
• Identify risks, document qualifications/exclusions, and maintain audit-ready pricing models and trackers.

Job description

Khidmah is seeking a Senior Estimation & Procurement Engineer in Facilities Management to oversee end-to-end bidding, pricing, and vendor sourcing under tight deadlines.

Key Responsibilities

• Estimation & Bidding: Review comprehensive tender documents (RFPs, BOQs, technical drawings, SLAs, and KPIs) to prepare accurate cost estimates, pricing schedules, commercial reports, and formal submissions. Support pre-bid meetings, site visits, value engineering, and post-tender clarifications.
• Procurement & Negotiation: Issue RFQs, evaluate quotes for materials, equipment, and subcontracts, and negotiate prices, scopes of work, and delivery timelines to secure competitive commercial value.
• Project Mobilization & Operations: Manage operational readiness for winning contracts by organizing manpower, materials, equipment, and logistics to ensure smooth project commencement.
• Risk & Governance: Identify commercial/operational risks during bidding, document qualifications and exclusions, maintain pricing models and trackers for audit trails, and strictly adhere to HSE and Information Security standards.

Key Requirements

• Education: Bachelor’s Degree in Electrical, Mechanical, or a related Engineering discipline.
• Experience: 5 to 7 years in the Facilities Management industry, with at least 3 to 5 years directly focused on Estimation & Procurement.
• Core Competencies: Expertise in FM operations, commercial risk assessment, contract documentation, and multi-tender management under strict timelines.
