Job summary

Jones Engineering in Dammam is seeking an Electrical Test & Inspection Manager to lead the test and inspection program in a major project. You will supervise commissioning deliverables, assist QA/QC with cable terminations, dead and live testing, and ensure alignment with BS7671.

You will coordinate with all departments for a smooth handover to the client, with extensive follow-up with contractors and the client site team.

  • Assist QA/QC with cable terminations, dead testing and live testing in line with BS7671.
  • Coordinate with all departments to ensure smooth handover from construction to commissioning and client handover.
  • Maintain and verify QA/QC documentation, including Lot/Line QA/QC deliverables and project records.
  • Develop and implement the Electrical Inspection strategy for all project phases.
  • Ensure compliance with approved methods, orders, manuals and ISO standards on site.

Electrical Test & Inspection Manager

Dammam - Saudi Arabia

Role

Lead / Supervise the entire Test & Inspection process, including commissioning contractual deliverables and JEG QSP documentation. To include assisting QA/QC with cable terminations/ inspections, dead testing, and live testing in accordance with BS7671. Progress to LV SAP AP role to ensure JEG SSOW are followed. Coordinate with all departments to ensure a smooth handover from construction through to commissioning and client handover, including extensive follow-up with contractors, vendors and the client site team.

Responsibilities
  • Direct line of report – Divisional Authorising Engineer
  • Assist Pre- Construction Manager, MEP Manager and Estimating Team to ensure robust tendering.
  • As assigned critique tender documentation / pre-construction project handover documentation, identify project risks and ensure QA/QC requirements are identified for implementation.
  • Coordinate with Project Manager and client QA/QC team to establish Project overall QA/QC deliverable requirements.
  • In coordination with site MEP Leads ensure correct codes, standards, job specifications, project procedures, local mandatory regulations are properly identified, correctly specified in detail, and met or exceeded.
  • Ensure Electrical installation team maintain standards in accordance with the approved Method Statements, Technical Orders/Manuals and ISO Standards as applicable.
  • Assist with QA/QC discipline input to project programme in conjunction with the Project Manager, Project Controls Lead, Client Consultants and Specialist contractors, in line with overall project delivery schedule.
  • Assist with ensuring that the quality management system (QMS) is fully implemented in an organized and efficient manner whilst working closely with related engineering, construction, fabrication and commissioning departments.
  • Provide support as requested for Method Statement preparation.
  • Prepares and implements the project Electrical Inspection strategy to cover all project phases.
  • Prepare and issue Limitations of Access and LV PTWs in line with JEG Electrical rules
  • Taking full responsibility with Electrical team for hold‑point releases once all QMS functions have been completed and the equipment is ready to go into the next construction / commissioning stage in conjunction with Construction and Commissioning Leads
  • All relevant paperwork for Electrical system is maintained and up to date (cable test reports etc) and available on project document management system.
  • Provide day‑to‑day links with clients or client consultants QA/QC discipline team.
  • Develop and manage non‑conformance, deficiencies, and reporting, including root cause analysis to ensure correct closure in coordination with associated project MEP Leads.
  • Monitor progress and status of QA/QC documentation in coordination with document control.
  • Keeping accurate documentation and performing statistical analysis input to the Project Control Engineer.
  • Coordinate with Project Controls Engineer for weekly Progress Report development
  • Provide QA/QC support to Construction Managers as required to ensure the installation meets the design.
  • Verification and inspection of systems in line with approved submittals and design (coordination with Construction Leads)
  • Attend weekly meetings as required and arrange Minutes of meetings for records as applicable.
  • Assist with project QA/QC audit program and ensure all Project Share drive documentation is accurate and up to date in coordination with associated project leads.
  • Escalate to Line Manager any issues arising that may affect project schedule or project execution plans.
  • Provide input to Project Change Management process via Line Manager as applicable.
  • Interface with Commissioning Team for QA/QC input and vendor coordination
  • Verification and submittal of red‑line drawings and As‑built drawings / documentation in coordination with QA/QC discipline engineers, construction teams and BIM teams to code A status
  • Advancing quality achievement and performance improvement throughout the project
  • Providing guidance and advice to the Project Manager on significant changes to the QMS that have a direct impact on site operations.
  • Ensuring that the HSE requirements are observed in the execution of all electrical installation/ test and inspection activities.
  • Provide regular input to the continuous improvement log (lessons learned), implementing changes where deficiencies are identified and corrective actions proposed.
  • Ensure awareness and compliance of the QSP’s which are located and maintained in the JEG Group Quality Library.
Experience and Qualifications
  • Time served apprenticeship an advantage.
  • Minimum 10 years work experience on construction projects in a QA/QC role.
  • Qualifications commensurate with position:
  • Role applicable degree from a reputed university / Trade Qualifications NVQ, etc.
  • Experience in Data Centre Projects.
  • Commissioning experience.
  • QA/QC Auditing experience.
  • Competent in the use of PC applications (Microsoft Office suite or equivalent).
