Job summary

Jasara Program Management Company (Jasara PMC) is seeking a Director of Waste to lead strategic asset management for city-scale waste infrastructure. The role governs governance, lifecycle strategy, service models, and digital platforms to ensure safe, sustainable, and cost-effective waste management across municipal assets.

The successful candidate will define long-term targets, drive capital planning, integrate ESG principles, and oversee regulatory compliance within Saudi Arabia’s Vision 2030

Qualifications

• Bachelor’s degree in Environmental Engineering, Civil Engineering, Waste Management, Environmental Science, Sustainability, Facilities Management, or related discipline.
• Master’s degree in Environmental Management, Sustainability, Business Administration, Engineering Management, or related field preferred.
• Professional certifications such as ISO 14001, ISO 55001, NEBOSH/IOSH, CIWM/SWANA, PMP/PRINCE2 or equivalent are desirable.
• Strong understanding of Saudi environmental legislation, MWAN licensing and permitting requirements, ESG principles, and circular economy frameworks.
• 20+ years in waste management or related fields; minimum 8 years in senior leadership.

Responsibilities

• Set long-term waste management vision, strategy, and operating model for the city.
• Own waste governance frameworks, policies, standards, procedures, and performance reporting.
• Translate ESG and circular economy ambitions into practical waste programmes.
• Provide executive-level business cases, risk reports, and dashboards.
• Ensure waste management requirements are embedded in master planning and operations readiness.
• Lead asset strategy, planning, and service model development for waste infrastructure.
