About the Role

Director, Technical Compliance is leading the Technical Compliance team as part of the Portfolio team into managing and reviewing all aspects of Project Design and Construction, related to QA QC and Authority Approvals, internal standards and lessons learned.

Job Objectives
  • Lead the process to establishing and maintaining robust QA/QC policies and procedures for Design and Construction stages of Projects, fostering a culture of quality and continuous improvement across all design disciplines.
  • Act as a continuation link between the Development Design Department Technical Team and the Projects Delivery Department and offer technical support to Asset/Facility Management team as needed.
  • Facilitate and support the final design stages (RIBA 3 and 4) by coordinating the Technical Compliance team in conducting key design reviews in terms of constructability, system efficiency, past lessons learned and general QA/QC for all major design disciplines, including, but not limited to Architecture, Civil and Structures, MEP, FLS, AV/IT, Geotechnical, Enabling Works, Internal & External Civil Works, Facades, Civil Infrastructure & Road works, Landscape.
  • Oversee the supervision of the on-site construction and installation works on all Projects from a QA/QC perspective, while working cohesively with the Design Development and Project Delivery Departments to achieve timely completion of work to the highest quality standards.
  • Provide support to the Asset/Facility Management Department as needed to promote ongoing energy-saving and optimization efforts. This role demands integrity, strong technical expertise, and project/organizational management skills to effectively influence the design during the final stages and manage the implementation of complex designs across multiple projects simultaneously
  • Ensure that all the necessary permits and licenses for infrastructure, real estate and theme park projects are obtained in a timely manner through managing the relationship with Government Authorities as per the local procedures and codes.
Key Responsibilities/Duties
  • Lead the process to establishing and maintaining robust QA/QC policies and procedures for Design and Construction stages of Projects, fostering a culture of quality and continuous improvement across all design disciplines.
  • Collaborate with internal and external teams to ensure that all design disciplines—including Architecture, Landscape, Interiors, Civil, Structural, MEP, and Infrastructure—are constructable, efficient, and incorporate lessons learned from past projects. Coordinate design efforts to align construction sequencing, value engineering, and procurement strategies with the overall design intent.
  • Review, and coordinate design and other technical documentation, shop drawings, and material submittals for all disciplines, ensuring clarity of intent, compliance with project requirements, statutory approvals, and best practices.
  • Ensure that the specified materials, finishes, hardware, and systems for architectural, interior, landscape, and infrastructure elements, are prioritizing quality, sustainability, and durability throughout the project lifecycle.
  • Conduct regular site inspections to verify adherence to design intent, project specifications, and required quality standards for all design elements, reporting findings and supporting corrective actions as needed.
  • Support and implement value engineering throughout design and delivery stages, maintaining project budget, functionality, performance, and high standards across all disciplines.
  • Ensure seamless integration of building systems, landscape features, and infrastructure with overall project functionality, enforcing specification, code compliance, and coordination between all disciplines.
  • Assist in troubleshooting and resolving technical issues during design, construction, and commissioning stages, ensuring timely delivery and effective problem solving across all disciplines.
  • Implement Root Cause Analysis (RCA) protocols during construction and commissioning to identify and rectify issues, maintaining quality and performance for all systems and design elements.
  • Monitor and enforce compliance with BIM and Common Data Environment (CDE) QA/QC protocols, promoting digitized project management and coordination across all design disciplines.
  • Identify and proactively mitigate risks and challenges related to Architecture, Landscape, Interiors, Civil, Structural, MEP, and Infrastructure works during design and project execution stages.
  • Address and resolve technical issues or conflicts that may arise during construction or system implementation, managing corrective actions for timely resolution and compliance.
  • Support handover processes, including snagging, de‑snagging, final inspections, and technical training for operations teams, ensuring quality and readiness for ongoing operations.
  • Liaise with operations teams to maintain databases of assets and their maintenance, optimizing protocols and schedules for continuous fault‑free operation and minimizing human error.
  • Maintain and update lessons‑learnt databases, projecting outcomes to future project development and sharing insights across all design disciplines.
  • Ensure compliance with internal processes for design consultant work review, deviation monitoring, and remedial actions, supporting group‑wide initiatives and strategic goals.
  • Ensure accessibility and inclusivity in all design solutions, providing universal access for people of all ages and abilities, and adhering to both local and international best practices.
  • Manage and oversee design consultants and cross‑functional teams, ensuring scope coverage, technical compliance, constructability, operability, and delivery of project goals and milestones.
  • Support technical aspects of procurement for consultants, vendors, and contractors, providing full coverage of discipline‑specific design requirements and ensuring alignment with project vision and budget.
Internal Standards
  • Follow internal policies, procedures and standards
  • Ensure the Technical Compliance team have appropriate level of knowledge of policies, procedures and tools for managing and reviewing design work.
  • Awareness of the technical aspects of RIBA Plan of Work and Work Stages as part of the company's Development Process.
  • Ensure compliance to internal processes for consultants and contractors work review, deviation monitoring and analysis and remedial actions.
  • Adopt and develop appropriate and efficient project standards to be passed on to consultants and contractors, where applicable.
  • Ensure regular communication with Development, Design and Project Delivery team members to review standards and procedures and project related design issues.
  • Keep abreast of industry changes, methodologies, tools and best practices in design and drive continuous improvement within the department.
