Overview
JOB PURPOSE: The Director of Administration & Operations Management is responsible for leading and overseeing end-to-end telecom operations and administrative functions across KSA. The role ensures operational excellence, regulatory compliance, cost control, and effective coordination between technical, commercial, and support teams to support large-scale telecom projects.
Roles & Responsibilities
- Operations Management: Lead and manage telecom operations including rollout, optimization, O&M, and project execution across KSA.
- Performance & Standards: Ensure timely delivery of projects in line with STC / Mobily / Zain standards and contractual SLAs.
- Strategy & KPIs: Develop and implement operational strategies, policies, and KPIs to improve efficiency and productivity.
- Resource & Vendor Management: Oversee resource planning, workforce deployment, and vendor/subcontractor management.
- Administration & Support Functions: Oversee administration, HR coordination, logistics, procurement, and facility management.
- Compliance: Ensure compliance with Saudi labor laws, GOSI, Muqeem, Iqama, and visa regulations.
- Controls & Reporting: Implement strong internal controls, SOPs, and reporting structures.
- Financial & Cost Control: Monitor operational budgets, cost optimization, and profitability; coordinate with finance on invoicing, collections, and cash-flow planning; approve operational expenditures within delegated authority.
- Governance, Compliance & Risk: Ensure compliance with CITC (now CST) regulations, client requirements, and company policies; manage operational risks, audits, and corrective actions; maintain high standards of HSE and quality compliance.
- Leadership & Stakeholder Management: Lead senior managers and department heads; drive performance through KPIs; act as a key liaison with clients, OEMs (Huawei, Nokia, Ericsson), and government entities; support business growth initiatives and strategic planning with top management.
Qualifications & Experience
- Bachelors degree in Telecommunications, Engineering, or Business Management (masters preferred).
- 12–18 years of experience in telecom operations and administration, with senior leadership exposure in KSA.
- Strong knowledge of Saudi telecom ecosystem, CST regulations, and major operators.
- Proven experience managing large teams and multi-region operations.
- Strong leadership, decision-making, and stakeholder management skills.
