Qualifications

  • Bachelor's degree in a relevant discipline as listed.
  • 5+ years in establishing or managing a compliance function.
  • Experience in healthcare/pharma or regulated sectors preferred.
  • Strong knowledge of Saudi regulatory requirements and governance.

Responsibilities

  • Establish the Compliance function, operating model, policies, procedures, and annual plan.
  • Develop and maintain a register of laws, regulations, licenses, and obligations.
  • Perform compliance risk assessments across retail pharma, distribution, and corporate functions.
  • Monitor compliance with Saudi healthcare, pharma, commercial, labour, data protection, and competition rules.
  • Develop policies on conflicts of interest, gifts and anti-bribery, confidentiality, and third-party conduct.
  • Implement whistleblowing framework and remediation processes.
  • Prepare independent compliance reports to senior management and boards.
  • Coordinate with Legal, Internal Audit, Risk, Finance, HR, IT, Operations, and authorities.
  • Deliver compliance awareness and training across the Group.

Position Overview:

Own the development and implementation of the Group’s Compliance framework, ensuring that applicable regulatory requirements, internal policies, governance standards, and compliance obligations are clearly defined, monitored, and effectively managed.

The role will work closely with Legal, Internal Audit, Risk, Finance, HR, IT, Operations, and other relevant functions to strengthen compliance awareness, identify and mitigate regulatory risks, and provide independent and reliable compliance reporting to senior management and the relevant governance bodies.

Responsibilities:

  • Establish the Compliance function, operating model, policies, procedures, and annual compliance plan.
  • Develop and maintain a comprehensive register of applicable laws, regulations, licences, and compliance obligations.
  • Conduct compliance risk assessments across retail pharmacy, pharmaceutical distribution, corporate functions, technology, and third-party relationships.
  • Monitor compliance with applicable requirements issued by competent Saudi authorities, including healthcare, pharmaceutical, commercial, labour, data protection, and competition regulations.
  • Develop and maintain policies covering conflicts of interest, gifts and hospitality, anti-bribery and corruption, related-party dealings, confidentiality, data protection, and third-party conduct.
  • Establish effective compliance monitoring, incident reporting, investigation, escalation, and remediation processes.
  • Implement and manage the Group’s whistleblowing framework in coordination with the relevant governance bodies.
  • Review material contracts, business initiatives, digital platforms, promotions, and third-party arrangements from a compliance-risk perspective.
  • Deliver compliance awareness and training programmes across the Group.
  • Maintain appropriate and documented evidence of compliance reviews, breaches, corrective actions, and management responses.
  • Prepare and submit periodic independent compliance reports to senior management and the relevant Board committee.
  • Coordinate with Legal, Internal Audit, Risk, Finance, HR, IT, Operations, and relevant external regulatory authorities.
  • Promote a culture in which compliance is embedded in business decision-making, operational practices, and accountability.
  • Monitor emerging regulatory developments and assess their potential impact on the Group’s operations and business activities.

Requirements:

  • Bachelor’s degree in law, Business Administration, Finance, Accounting, Governance, Risk, or a related discipline.
  • Relevant professional certification in Compliance, Governance, Risk, AML, Internal Audit, or a related field is preferred.
  • Minimum of 5 years of relevant experience, including practical experience in establishing, developing, or managing a compliance function.
  • Experience in healthcare, pharmaceutical retail, pharmaceutical distribution, or another regulated sector is strongly preferred.
  • Strong knowledge of Saudi regulatory requirements and corporate governance practices.
  • Proven ability to develop policies and procedures, conduct compliance risk assessments, investigate compliance matters, and prepare executive-level reports.
  • Strong understanding of regulatory risk, internal controls, governance frameworks, and compliance monitoring.
  • High professional integrity, sound judgement, independence, and confidence in escalating material compliance concerns.
  • Strong stakeholder management, communication, analytical, and problem-solving capabilities.
  • Strong written and verbal communication skills in both Arabic and English.

  • Successful establishment and operationalization of the Group Compliance function.
  • Effective implementation of the Compliance operating model, policies, procedures, and annual compliance plan.
  • Clear and up-to-date identification and monitoring of applicable regulatory and compliance obligations.
  • Timely identification, escalation, and remediation of material compliance risks and incidents.
  • Improved compliance awareness and adherence across business functions.
  • Effective implementation and governance of the whistleblowing framework.
  • Timely and accurate compliance reporting to senior management and relevant governance bodies.
  • Effective coordination with Legal, Internal Audit, Risk, Finance, HR, IT, Operations, and regulatory authorities.
  • Strong documentation and evidence supporting compliance monitoring and remediation activities.
  • Establishment of a sustainable compliance culture embedded across the Group.
