Job summary

Parsons is seeking a Project Quality Specialist – Civil (Saudi National) to join our on-site team in Riyadh. You will oversee quality assurance and control for civil works across airport, infrastructure, and airfield disciplines, ensuring compliance with drawings, specifications, ITPs, and client expectations.

The role requires strong quality management skills, experience with ITPs/MIRs/WIRs/NCRs, and the ability to coordinate with Engineering and Construction teams to drive corrective actions

Qualifications

• Bachelor's degree in Civil Engineering or related discipline with minimum 5 years of civil QA/QC experience.
• Experience on major construction, infrastructure, airport, transportation or multidisciplinary projects.
• Strong knowledge of ITPs, MIRs, WIRs and quality documentation.

Responsibilities

• Support implementation of project quality requirements for civil works.
• Monitor civil construction activities for compliance with drawings, specifications, method statements and ITPs.
• Review ITPs, checklists, inspection procedures and testing requirements.
• Review MIRs, WIRs, test reports and quality documentation.
• Verify approved materials are stored, handled, tested, and installed.
• Monitor contractor and subcontractor quality performance.
• Identify defects, non-conformances and quality risks at early stage.
• Raise, review and monitor NCRs and quality observations.
• Support root cause analysis and corrective/preventive actions.
• Verify corrective actions and supporting evidence prior to closure.
• Monitor quality records and ensure traceability.
• Participate in quality audits, inspections, technical meetings and coordination workshops.
• Coordinate with Engineering and Construction teams to resolve technical quality issues.
• Prepare weekly and monthly quality reports.
• Monitor defects and quality trends and recommend improvements.
• Support testing, commissioning, snagging and final handover activities.
• Inspect setting-out, levels, alignment, dimensions, and tolerances.
• Monitor concrete placement, curing, and finishing.
