Head of Data Management Division – based in Luxembourg
The European Investment Bank (EIB) is seeking a Head of Data Management Division. This full‑time, permanent contract position (grade 7) is based at the EIB headquarters in Luxembourg. The role requires regular office presence. The successful candidate will be responsible for guiding the Data Management Division in the transformation of the EIB Group’s digital journey, from traditional on‑premises data systems to a modern, cloud‑enabled, AI‑powered data ecosystem.
Responsibilities
- Define, lead and implement the enterprise data vision, developing a forward‑looking Data Strategy that aligns with business strategy, IT architecture and the Group’s digital transformation agenda.
- Modernise the data ecosystem by driving the evolution of legacy data warehouses into next‑generation data platforms (data lakes, cloud‑based analytics, AI/ML platforms), ensuring scalability, flexibility and resilience.
- Enable data‑driven decision‑making by delivering high‑performance reporting, dashboarding and predictive analytics services that empower business units to act with speed and confidence.
- Ensure data security, privacy and regulatory compliance by implementing industry best practices, risk assessments and cyber‑security measures to safeguard sensitive data assets.
- Monitor and control the implementation of projects in the Data Management domain, ensuring timely and budget‑compliant delivery that brings all foreseen business benefits.
- Establish robust frameworks for data quality, metadata management, lineage, security, privacy and regulatory compliance.
- Champion technology transformation by promoting cloud, API‑driven integration, DevSecOps and “shift‑left” automation practices to improve speed, reliability and cost efficiency.
- Recruit, mentor and empower highly skilled professionals across data engineering, BI and analytics, fostering a culture of innovation, agility and continuous learning.
- Simplify the vendor landscape, negotiate outcome‑based models and manage hybrid delivery (internal teams, outsourcing and managed services).
- Oversee the portfolio of large, complex data projects, ensuring timely, budget‑compliant delivery and measurable business impact.
- Continuously scan market trends, emerging technologies and best practices, testing and scaling up capabilities that advance the Group’s digital and data maturity.
Qualifications
- University degree (minimum a Bachelor) preferably in computer science, information technology or a related domain.
- Minimum 10 years of experience managing large IT projects and supporting production solutions/services, with a focus on Data Warehousing, Data Lakes, Analytics and AI/ML platforms.
- Proven experience leading data transformation programmes, including migration from on‑premises to cloud (hybrid, multi‑cloud) environments.
- Experience in, or proven ability to manage, coaching people in multicultural or international settings.
- Experience in the financial sector is an asset, ideally in investment banking or a similar domain.
- Extensive experience delivering solutions in hybrid (on‑prem/cloud) environments for data warehousing, data lakes, analytics and artificial intelligence.
- Demonstrated experience managing vendors in outcome‑based and/or outsourcing service models, ensuring seamless collaboration in T&M mode.
- Proven record of delivering complex projects and managing a portfolio of projects, evidenced by tangible results and effective use of methodologies, including scaled agile.
- Experience delivering daily critical IT services/operations adhering to ITIL best practices, driving shift‑left automation and DevSecOps practices (asset).
- Excellent knowledge of English and/or French (level 5 of the Inter‑Institutional language courses, corresponding to B1.2 of the CEFRL). Knowledge of other EU languages is a plus.
