Job summary

libera consultants is seeking an experienced Proposal Manager in Qatar to lead tendering, estimating and proposal activities across scaffolding, painting, insulation and refractory services. You will manage the full proposal lifecycle from enquiry to handover to operations, ensuring competitive, technically sound and profitable bids.

The role requires 10–15+ years in proposals and a strong background in industrial services, with robust Excel and pricing-tool capability, and keen commercial

Qualifications

• Bachelor’s degree or diploma in Engineering, Quantity Surveying, Construction Management, Business or related discipline.
• 10–15+ years’ relevant experience in proposals, estimating, tendering or commercial functions.
• Strong background within scaffolding, painting, insulation, refractory, Oil & Gas, petrochemical or industrial services.

Responsibilities

• Lead the full tender and proposal process from enquiry to handover.
• Prepare and manage detailed estimates and pricing for scaffolding, painting, insulation and refractory works.
• Develop bid strategies based on project requirements and market conditions.
• Coordinate proposal inputs across operations, engineering, procurement, finance and commercial teams.
• Support pre-bid meetings, site visits, tender clarifications and commercial negotiations.
• Maintain tender controls, pricing accuracy and commercial compliance.
