Job summary

PH Consultancy in Doha, Qatar seeks an experienced Operations Manager to lead workforce operations and service delivery across client sites. You will own the operations function to ensure timely deployment, compliance, and cost efficiency, reporting to the Director.

This senior role focuses on end-to-end mobilization, site readiness, attendance management, and supplier performance, with responsibilities spanning documentation, permits, insurance, and KPI reporting.

Qualifications

• Bachelor's degree in business/related field required.
• Master's degree or professional certification preferred.
• 7+ years in workforce management or facilities; 4+ in Qatar.
• Strong knowledge of Qatar Labour Law, WPS and permits.
• Experience leading multi-site workforce mobilisation.
• Proficiency in Arabic and English.

Responsibilities

• Lead and mentor the operations team with clear targets.
• Oversee end-to-end workforce mobilisation across sites.
• Ensure coverage by managing vacancies and attendance.
• Supervise site operations and resolve issues quickly.
• Maintain compliant employee documents and licenses.
• Manage manpower suppliers and SLAs.
• Deliver monthly client reports with KPIs.
• Ensure cost control for accommodation, transport and meals.
