Job summary

QatarEnergy LNG is seeking an experienced IT Strategy and Procurement lead to align IT initiatives with business strategies and enterprise transformation goals. The role oversees contractual obligations, financial controls, and supplier performance within the oil & gas IT landscape.

You will support IT Strategy, Business Planning, Benchmarking, Finance and Procurement activities, and ensure adherence to policies and standards across a complex portfolio of over 220 service contracts.

Qualifications

• Bachelor’s degree in computer science, information technology, information systems, or bachelor’s degree any business discipline.
• 8 years IT experience within oil & gas industry with specific experience establishing IT Systems and Applications.
• Good working experience within Finance and Supply management solutions.

Responsibilities

• Communicate objectives, monitor progress, and ensure delivery of strategic objectives.
• Monitor IT expenditure, forecast variances, and enforce financial targets with reports to stakeholders.

Job description

• Coordinate and align IT strategy towards QatarEnergy LNG business strategies and enterprise transformation activities whilst ensuring compliance to IT strategies, policies, standards, practices, financial and procurement. Oversee and measure the fulfilment of contractual and financial obligations to ensure achievement of IT key performance indicators (KPIs).
• Role is primarily responsible for supporting several Procurement and Contract activities across the department which is a critical area currently affecting many of the business units’ IT systems.
• Supporting the IT Strategy, Business Plan, Benchmarking, Finance and Procurement activities.
• Information Technology department has a complex set of activities and maintains and executes over 220 service contracts.

Key Job Accountabilities - I

• Coordinate and align IT strategy towards QatarEnergy LNG business strategies and enterprise transformation activities by
• Communicate and maintain objectives, accountabilities, and monitoring of progress as appropriate throughout the organization. Monitor the delivery of objectives which feed back into the strategic planning process.
• Monitor IT expenditure and identifies where costs may exceed planned budget and provides timely reports, ensuring that all financial targets can be met. Investigate any areas where actual or forecast expenditure deviates from budgets by more than agreed tolerances.
• Develop and implement effective financial controls and decision-making processes for IT Department.
• Oversee suppliers' contractual obligations and the fulfilment of their contractual obligations as per the agreed terms and conditions.

Key Job Accountabilities - II

• Monitor and challenge supplier performance and identify opportunities for improvement. Undertake comprehensive contract and supplier evaluations to confirm achievement of business objectives and value for money of contracts.
• Support and engage with stakeholders throughout all stages of the contract lifecycle and ensure continuous improvements are identified and initiated.
• Identify changes, evaluate impact, and advises stakeholders about the implications and consequences regarding the procurement and financial elements of IT programs and projects.
• Use agreed tools, templates, and standards to articulate and agree measures in collaboration with clients/users. Create specification of the rules and the data required for a metric and details the relevance of the metric to departments and to the organization.
• Provide advice and guidance to support the adoption of methods and tools and adherence to policies and standards. Use appropriate selection criteria, evaluate methods and tools, as directed, and tailor them in line with agreed policies and standards.
