Job summary

Maseera is seeking a senior QA/QC specialist for a 36-month site assignment at Mesaieed, Qatar. You will lead QA/QC activities across Instrumentation, Telecom and Fire & Gas systems, review documentation, and ensure compliance with project requirements at construction sites and subcontractors.

You will audit and supervise QA/QC programs, coordinate with contractors and inspectors, drive NCRs/CAPAs, and monitor QA/QC KPIs.

Qualifications

• Degree in Electronics, Instrumentation & Controls Eng or equivalent.
• IRCA QMS Lead Auditor certification.
• Minimum 15 years in major Oil & Gas projects (greenfield/brownfield).
• Experience with EPC/EPCIC contractors or end users in QA/QC.
• Strong knowledge of QA/QC for Instrumentation, Telecom, and F&G systems.
• Hands-on prep/approval of Quality Plans, ITPs, QCPs, MARs, test procedures.
• Familiar with IEC, IEEE, ISO, UL, NFPA, IOGP, QCS, Shell DEP standards.
• IECEx/CompEx or hazardous areas certs desirable.
• Memberships in ASQ/CQI or equivalents advantageous.

Responsibilities

• Conduct surveillance and inspections of Instrumentation, Telecom, and F&G installations and testing.
• Identify non-conformances, initiate NCRs, and close-out CAPAs.
• Monitor material test certificates, construction/inspection records, and traceability.
• Coordinate and supervise contractors, vendors, inspectors, and QA/QC personnel.
• Participate in quality audits, compliance reviews, and QA/QC meetings.
• Monitor QA/QC KPIs, special processes, inspections, and personnel performance.
• Support Quality Surveillance Programs, CMS, ITRs, TIV, FPD, PQHC.

Job description

Location: Site - Mesaieed Contract Duration: 36 Months Responsibilities Review and support approval of QA/QC documentation including Quality Plans, ITPs, QCPs, MARs, test procedures, and related quality records. Ensure implementation of project QA/QC requirements at construction sites, supplier facilities, and subcontractor works. Conduct surveillance and inspections of Instrumentation, Telecom, and Fire & Gas (F&G) installation, testing, pre-commissioning, and commissioning activities. Identify non-conformances, initiate NCRs, and monitor corrective and preventive actions through to close-out. Monitor material test certificates, construction records, inspection records, and material traceability documentation. Monitor preservation activities, calibration records, and IMTE registers to ensure compliance with project requirements. Coordinate and supervise contractors, subcontractors, vendors, third-party inspectors, and QA/QC personnel to ensure quality standards are achieved. Participate in quality audits, compliance reviews, pre-qualification audits, quality walkthroughs, and QA/QC meetings. Monitor quality KPIs, special processes, inspection activities, and personnel performance. Support implementation of Quality Surveillance Programs, Completion Management Systems (CMS), Inspection & Test Records (ITRs), Technical Integrity Verification (TIV), Flawless Project Delivery (FPD), and Project Quality Health Check (PQHC) programs. Requirements Bachelor's Degree in Electronics, Instrumentation & Controls Engineering, or equivalent from a recognized university. IRCA Certified QMS Lead Auditor. Minimum 15 years of experience in major Greenfield and Brownfield Oil & Gas, Refinery, LNG/NGL, Petrochemical, or similar process plant projects. Experience working with major EPC/EPCIC contractors and/or end users in a similar QA/QC role with responsibility for Instrumentation & Controls construction and commissioning activities. Strong knowledge of QA/QC requirements, testing requirements, and acceptance criteria related to Instrumentation, Telecom, and Fire & Gas (F&G) systems. Hands-on experience in preparation, review, and approval of Quality Plans, ITPs, QCPs, MARs, and test procedures. Proven experience in installation, inspection, testing, pre-commissioning, and commissioning of Instrumentation, Telecom, and F&G systems including ESD, DCS, PCS, SCADA, MCMS, PMS, LDS, ACS, Metering, WHCP, CCTV, PAGA, EMS, HVAC & BMS, analyzers, instruments, cabinets, panels, and associated cabling systems. Strong understanding of international codes and standards including QCS, IEC, IEEE, BS, ISO, UL, NFPA, IOGP, and Shell DEP requirements. Experience managing inspection teams, quality surveillance programs, audits, quality management systems, and discipline KPIs. IECEx CoPC, CompEx, or equivalent hazardous area certifications are desirable. Memberships or certifications from internationally recognized institutions such as ASQ, CQI, or equivalent are advantageous.
