Job summary

Maseera is seeking a senior QA/QC professional for major oil & gas, refinery and petrochemical projects in Mesaieed. The role requires hands-on experience across electrical, instrumentation and controls, telecom and fire & gas systems, with a strong background in QA/QC documentation, audits and NCR management.

The ideal candidate has an IRCA QMS Lead Auditor credential, 15+ years of EPC/EPCIC project experience, and a track record of supervising QA/QC teams, audits and quality surveillance

• IRCA Certified QMS Lead Auditor.
• Minimum 15 years of experience in major Oil & Gas, Refinery, LNG/NGL, Petrochemical or similar projects.
• Experience with EPC/EPCIC contractors or end users in QA/QC roles for E&I, Telecom and F&G.

Responsibilities

• Review and support approval of QA/QC documentation (Quality Plans, ITPs, QCPs, MARs, test procedures).
• Ensure QA/QC requirements at construction sites, supplier facilities and subcontractor works.
• Conduct surveillance and inspections of E&I, Telecom and F&G installation, testing, pre-commissioning and commissioning.
• Identify non-conformances, raise NCRs and track corrective/preventive actions to close-out.
• Monitor test certificates, records and traceability; coordinate QA/QC personnel and audits.

Job description

Location: Site - Mesaieed Contract Duration: 36 Months Responsibilities Review and support approval of QA/QC documentation including Quality Plans, ITPs, QCPs, MARs, test procedures, and related quality records. Ensure implementation of project QA/QC requirements at construction sites, supplier facilities, and subcontractor works. Conduct surveillance and inspections of E&I, Telecom, and Fire & Gas (F&G) installation, testing, pre-commissioning, and commissioning activities. Identify non-conformances, initiate NCRs, and monitor corrective and preventive actions through to close-out. Monitor material test certificates, construction records, inspection records, and material traceability documentation. Monitor preservation activities, calibration records, and IMTE registers to ensure compliance with project requirements. Coordinate and supervise contractors, subcontractors, vendors, third-party inspectors, and QA/QC personnel to ensure quality standards are achieved. Participate in quality audits, compliance reviews, pre-qualification audits, quality walkthroughs, and QA/QC meetings. Monitor quality KPIs, special processes, inspection activities, and personnel performance. Support implementation of Quality Surveillance Programs, Completion Management Systems (CMS), Inspection & Test Records (ITRs), Technical Integrity Verification (TIV), Flawless Project Delivery (FPD), and Project Quality Health Check (PQHC) programs. Requirements Bachelor's Degree in Electrical Engineering, Instrumentation & Controls Engineering, or equivalent from a recognized university. IRCA Certified QMS Lead Auditor. Minimum 15 years of experience in major Greenfield and Brownfield Oil & Gas, Refinery, LNG/NGL, Petrochemical, or similar process plant projects. Experience working with major EPC/EPCIC contractors and/or end users in a similar QA/QC role with responsibility for Electrical, Instrumentation & Controls, Telecom, and F&G construction and commissioning activities. Strong knowledge of QA/QC requirements, testing requirements, and acceptance criteria related to E&I, Telecom, and Fire & Gas systems. Hands-on experience in preparation, review, and approval of Quality Plans, ITPs, QCPs, MARs, and test procedures. Proven experience in installation, inspection, testing, pre-commissioning, and commissioning of electrical equipment including motors, MCCs, VSDs, DBs, EDGs, NERs, transformers, capacitors, cathodic protection systems, heat tracing, lighting systems, switchgears, and panels. Proven experience with Instrumentation, Telecom, and F&G systems including ESD, DCS, PCS, SCADA, MCMS, PMS, LDS, ACS, Metering, WHCP, CCTV, PAGA, EMS, HVAC & BMS, analyzers, cabinets, instruments, panels, and associated cabling systems. Strong understanding of international codes and standards including QCS, IEC, IEEE, BS, ISO, UL, IOGP, and Shell DEP requirements. Experience managing inspection teams, quality surveillance programs, audits, quality management systems, and discipline KPIs. IECEx CoPC, CompEx, or equivalent hazardous area certifications are desirable. Memberships or certifications from internationally recognized institutions such as ASQ, CQI, or equivalent are advantageous.
