Job summary

Qatar Energy LNG is seeking an experienced procurement professional to lead contract administration and material sourcing in the oil and gas sector. The role focuses on managing tenders, evaluating bids, and ensuring compliant, cost-effective agreements to secure material availability.

Ideal candidate has 8 years of direct industry experience, with strong negotiating, vendor management and process improvement capabilities. This position is based in Doha with on-site operations.

Qualifications

• Bachelor’s degree in engineering, supply chain management, or commercial discipline.
• 8 years’ direct experience in oil and gas procurement and purchasing.

Responsibilities

• Implement annual objectives and KPIs to achieve department and corporate goals.
• Conduct procurement including ITTs, evaluations, and contract awards to ensure controls and best value.
• Coordinate material agreement tendering and ensure contract compliance to meet end user requirements.
• Administer contracts to ensure delivery meets availability metrics and contract terms.
• Align with expediters, vendors, packers and freight forwarders to sustain on-time material availability.

Job description

• Prepare and develop contracts, tendering, execution, and administration of material agreements, ensuring contract compliance and corporate controls are in place, to provide end users best in class material purchasing opportunities at the optimal cost.

Key Job Accountabilities - I

• Implement and achieve annual objectives, Key Performance Indicators (KPIs) with associated metrics, to achieve department and corporate strategic objectives.
• Perform the procurement agreement buying process including, Invitations to Tenders (ITT), evaluations, and subsequent contract award to ensure corporate controls are sustained and risk exposure is mitigated.
• Coordinate and conduct the material agreement tendering process and subsequent contract compliance to ensure best in class service offering is provided to meet end user material availability requirements.
• Conduct contract administration of relevant agreement(s) to ensure supplier material delivery meets material availability metrics and to ensure all associated contract terms and conditions and contract scope comply with Qatar Energy LNG interests.
• Coordinate internal alignment with expediting and external alignment with material vendors, packers, and freight forwarders to track, facilitate, and achieve a sustained, on time material availability performance, to meet end user material demand requirements.

Key Job Accountabilities - II

• Analyse and provide historical materials demand along with corporate spend and purchasing trends to best recommend material agreement(s) buying opportunities to optimize cost and meet end user(s) requirements.
• Analyse the effectiveness of applicable processes to identify areas of business Improvements opportunities to enhance service offerings to end users and stakeholders.
• Examine suppliers’ performance and align with Market Intelligence on commodity trend analysis to determine and implement the best negotiating strategies to optimize material cost and guarantying material quality.
• Prepare for peer reviews, internal and external audits, Table of Financial Authority (TOFA) reviews, and other applicable areas associated with Material Agreements to ensure the controls are maintained and identified gaps are corrected.

• Bachelor’s degree in engineering, supply chain management, or commercial discipline.

Knowledge and/or Experience - I

• 8 years’ direct experience oil and gas industry with purchasing / procurement experience.
