Snoonu is seeking a highly capable HSE Manager in Qatar to lead health, safety, environmental, and worker welfare standards across all operations. The role reports to the Head of HR and drives compliance with Qatar MOL directives while coordinating cross-vertical governance for Supply and Fleet.

The ideal candidate brings 6+ years in HSE leadership, with hands-on Qatar MOL experience, NEBOSH certification, and fluency in Arabic.

Qualifications

• Bachelor’s degree in Occupational Health & Safety or related field.
• 6+ years of progressive HSE leadership in logistics or multi-site operations.
• Experience dealing with Qatar MOL and local authorities.
• Proven ability to manage large workforces and multi-facility accommodations.

Responsibilities

• Establish HSE governance across Supply/Fleet operations.
• Lead regulatory reporting to MOL and government authorities.
• Conduct risk assessments, audits and continuous safety improvements.
• Oversee rider welfare and accommodation standards; ensure compliance with Qatar Labour Law.
• Lead investigations into major incidents and develop CAPA plans.
• Design and deliver HSE induction and ongoing training programs.

The HSE Manager is strategically responsible for establishing, leading, and managing health, safety, environmental, and worker welfare standards across all company operations in Qatar. Reporting directly to the Head of HR, this role acts as the primary authority on HSE and worker welfare, driving full compliance with Qatar Ministry of Labour (MOL) directives and legal frameworks.

This position requires an independent, mature leader who operates with minimal supervision to establish cross-vertical governance across Supply/Fleet operations. The HSE Manager will lead regulatory reporting, conduct risk assessments, manage rider welfare and accommodation standards, and drive continuous safety improvements.

What You’ll Get Your Hands On

• Strategic Governance & Cross-Vertical Oversight
• Establish and enforce HSE governance standards across Supply/Fleet operations.
• Serve as the functional lead for all health, safety, and welfare policies, ensuring full alignment with Qatar Labour Law and Ministry of Labour (MOL) regulations.
• Develop scalable safety strategies, policies, and SOPs that mitigate operational and legal risks across all business verticals.
• Regulatory Compliance & Government Relations
• Act as the primary HR/HSE liaison for the Ministry of Labour (MOL) and relevant government authorities in Qatar.
• Ensure seamless integration of worker welfare, accommodation standards, and health regulations into HR compliance reporting.
• Lead official audits, inspections, and formal regulatory filings.
• Worker Welfare & Accommodation Management
• Oversee regular inspections and audit programs for rider accommodations, ensuring compliance with Qatar Labour Law standards, sanitation, fire safety, and hygiene regulations.
• Establish actionable follow-up systems to resolve accommodation deficiencies swiftly.
• Drive proactive rider wellbeing, heat stress prevention, and living condition improvement initiatives.
• Incident Investigation, Risk Mitigation & Analytics
• Lead investigations into major operational incidents, workplace accidents, and safety breaches.
• Formulate and track Corrective and Preventive Action (CAPA) plans to eliminate recurring hazards.
• Perform comprehensive risk assessments across operational hubs, dark stores, and field activities.
• Report key safety metrics, trend analyses, and compliance risks directly to HR leadership.
• Training, Culture & Team Support
• Design and implement comprehensive HSE induction and continuous training programs (defensive driving, heat stress, emergency response).
• Promote a company-wide safety culture across riders, fleet operators, and facility staff.
• Operate independently to support HR leadership with strategic decision-making and operational execution.

• Education & Certifications
  • Education: Bachelor’s degree in Occupational Health & Safety, Environmental Science, Human Resources, Engineering, or a related field.
  • Mandatory Certification: NEBOSH International General Certificate (IGC) or NEBOSH Diploma.
  • Preferred Certifications: IOSH Managing Safely, OSHA Certification, First Aid & Fire Safety Trainer, Road Safety Certification.
• Experience
  • 6+ years of progressive HSE leadership experience, preferably within logistics, last-mile delivery, workforce management, or multi-site operations.
  • Proven track record of operating at a Managerial level with strong decision-making autonomy and minimal supervision.
  • Mandatory hands‑on experience in Qatar dealing directly with Ministry of Labour (MOL) standards, audits, and compliance requirements.
  • Demonstrated ability to manage large workforce populations and multi‑facility accommodations.
• Knowledge, Languages & Skills
  • Language: Native or fluent Arabic speaker is mandatory for official communication and representation with the Ministry of Labour and local authorities.
  • Deep expertise in Qatar Labour Law, worker welfare policies, and government compliance frameworks.
  • Strong leadership, stakeholder management, and analytical skills.
  • Proficiency in safety data reporting and presentation tools.
