Philip Morris International is seeking an External Affairs Manager in Portugal to support the Corporate Affairs Leadership Team. You will monitor political and regulatory developments, map stakeholders, prepare position papers, advocacy materials and engagement plans, and ensure alignment with company policies and local laws.

The role requires 3 to 6 years in external affairs or related fields, fluent Portuguese and English, and a permanent local contract with a focus on building strong

The challenge

As Public Affairs Manager, you will support Tabaqueira’s Corporate Affairs Leadership Team in building and maintaining a strong network of stakeholders across government institutions, regulatory bodies, associations, NGOs, and EU institutions. You will monitor political and regulatory developments, anticipate changes that may impact the business, and contribute to the preparation of position papers, advocacy materials, and engagement plans.

Working closely with the Director of External Affairs and the wider team, you will help implement short, medium, and long-term External Affairs strategies, ensuring stakeholder initiatives are aligned with business priorities and issues management objectives. You will maintain an up-to-date stakeholder mapping, identify emerging opportunities and risks, support the development of PMI and Tabaqueira narratives on key business topics, and provide guidance to ensure initiatives and materials remain aligned with company policies and External Affairs strategy.

You will also contribute to strengthening advocacy capabilities and representing PMI before external stakeholders while ensuring that all activities are fully compliant with PMI’s Code of Conduct, internal policies, and Portuguese legislation.

Who We’re Looking For

You hold a degree in Economics, Law, Political Science, or a related field, and have between 3 and 6 years of relevant experience in External Affairs, public affairs, government relations, consulting, NGOs, FMCG companies, or similar environments. Experience in highly regulated industries is considered an advantage.

You have a strong understanding of the political landscape and the interaction between business, regulatory bodies, and national and international institutions. You are fluent in Portuguese and English, have excellent relationship-building skills, and are comfortable working in a dynamic and evolving environment.
