Overview
SkyePoint Decisions is seeking a Project Manager to support the Department of Education’s (DoED) Federal Student Aid (FSA) Cybersecurity and Privacy Support Services (CPSS) in Washington, DC. This is a contingent position based upon proposal win. The role is remote.
Responsibilities
- Manage, coordinate, and prioritize the complete life cycle of Information Technology projects including planning, design, programming, testing, and implementation.
- Determine project needs and acquire necessary resources.
- Design project plans that identify needs and define major tasks and milestones based on scope, resources, budget, and personnel.
- Utilize Agile methodologies to initiate, plan, execute, monitor, and close projects.
- Define the project scope and schedule, breaking large projects into manageable sequences to enable faster task turnaround.
- Manage day‑to‑day execution of technical projects across SOC, CDM, CI/CD, and engineering teams.
- Lead Agile methodology, sprint planning, backlog grooming, and stakeholder demos.
- Track milestones, risks, and deliverables across engineering and operations teams.
- Coordinate with FSA stakeholders to align technical execution with business goals and compliance requirements.
Required Qualifications
- Bachelor’s degree and 7+ years of experience supporting Information Technology as a Project Manager.
- Active PMP certification.
- At least a current Secret level clearance; required to maintain a Non‑Sensitive / High Risk (Public Trust) security clearance (Tier 4/6c).
- Experience with planning, management, leadership, coordination, budgeting, customer contact, and execution of large‑scale complex projects.
- Supervision of substantial IT operations, including user systems, integration, deployment, and training activities across diverse environments.
- Strong technical understanding of IT, Identity and Access Management, and AWS GovCloud systems and services.
- Proficiency in ITIL Foundation principles.
- Managing agile development teams and understanding impact of enhancements, defects, or other requests on application architecture.
- Expert knowledge of recent technological advances in computer science and engineering.
- Excellent written and verbal communication skills, including experience presenting to senior government officials.
- Ability to interact with key managers and functional experts, client project teams, external service providers, and subcontractors to develop and gain approval for scope, schedule, cost, and quality management plans.
- Demonstrated experience executing, monitoring, and managing projects to successful, high‑quality, on‑budget completion.
- Experience in cybersecurity environments including CDM, SOC, DevSecOps, vulnerability management, and cloud‑native tools.
- Must be a U.S. citizen.
Compensation & Benefits
Salary Range: $130,000‑$165,000.
