To lead and manage Mobilink Bank's Treasury function as Treasurer, ensuring optimal management of the Bank's balance sheet, liquidity, foreign exchange, investment portfolio and interest rate risk, while maximizing treasury income within the risk appetite and regulatory limits approved by the Board and ALCO. The role carries end-to-end ownership of Treasury strategy, regulatory compliance, and P&L performance for a digital full-service bank licensed by the State Bank of Pakistan to offer the complete range of banking services.
Key Responsibilities
1. Balance Sheet & Liquidity Management
- Manage the Bank's overall liquidity position to ensure funding availability at optimal cost, in line with regulatory requirements (SBP prudential regulations, Basel III LCR/NSFR).
- Maintain the Statutory Liquidity Requirement (SLR) and Cash Reserve Requirement (CRR) as prescribed by the State Bank of Pakistan.
- Diversify and manage funding from the Bank's digital deposit franchise (app-based current, savings, and term deposits) alongside wholesale and interbank funding sources.
- Manage the Liquidity Asset Buffer and contingency funding plan; act as first responder in stress/crisis liquidity scenarios.
- Oversee real-time cash and funds positioning across PKR and foreign currency books, leveraging automated treasury and payment systems for intraday liquidity monitoring.
- Ensure round-the-clock (24/7) settlement liquidity to support instant and continuous digital transactions across real-time payment rails (RAAST, RTGS) and card/wallet networks.
2. Asset & Liability Management (ALM)
- Act as Secretary/Member of ALCO; prepare ALCO packs, gap analysis, duration and repricing reports.
- Manage interest rate risk in the banking book (IRRBB) - asset/liability maturity mismatches, repricing gaps, use of IRS and other hedging instruments.
- Recommend pricing strategy for deposits and advances based on cost of funds and market outlook (KIBOR, PIB/T-Bill yields, SBP policy rate).
- Develop and monitor Funds Transfer Pricing (FTP) framework in coordination with Finance.
- Manage the Bank's investment book (T-Bills, PIBs, Sukuk, corporate bonds, equities as applicable) within Board-approved limits.
- Optimize portfolio yield while maintaining credit quality and regulatory capital efficiency (risk-weighted assets).
- Monitor mark-to-market/AFS revaluation impact and advise Finance on investment accounting classification.
- Oversee the FX desk - spot, forward, and swap positions - ensuring exposures remain within Net Open Position (NOP) limits set by SBP and the Board.
- Manage Nostro account positioning and correspondent banking relationships to minimize idle balances and FX cost.
- Oversee Money Market desk activities including interbank lending/borrowing, repo/reverse repo operations.
- Manage intraday liquidity and collateral to meet real-time gross settlement (RTGS) and instant payment obligations without funding gaps.
5. Treasury Sales & Client Coverage
- Provide strategic direction to Treasury Sales for FX and money market product distribution to corporate, commercial, SME, and FI clients, including through the Bank's digital channels and platform-based distribution.
- Support Relationship Management teams on structured treasury solutions, hedging products, and pricing for large clients.
- Drive non-interest income growth through treasury client franchise expansion.
- Manage treasury and liquidity arrangements for embedded finance and Banking-as-a-Service (BaaS) partnerships, including partner float, settlement, and pooled account structures.
6. Regulatory Compliance & Governance
- Ensure full compliance with SBP regulations, the Licensing and Regulatory Framework for Digital Banks, Foreign Exchange Manual, Basel III requirements, and internal Treasury policy/limits.
- Liaise with SBP and other regulators on treasury-related matters, inspections, and reporting requirements.
- Ensure robust internal controls, deal confirmation, and segregation of duties between Front, Middle, and Back Office.
- Ensure timely and accurate regulatory reporting (Daily Liquidity Report, LCR/NSFR returns, NOP reporting, ALCO reporting).
- Monitor and manage market risk (interest rate risk, FX risk) within Board-approved limits (VaR, PV01, stop-loss, NOP).
- Set and monitor counterparty and settlement limits for interbank and investment counterparties in coordination with Credit Risk.
- Escalate limit breaches and market risk events per the Bank's risk escalation matrix.
- Lead, mentor and develop a team of Treasury dealers, analysts, and sales professionals across desks.
- Build succession depth and ensure appropriate segregation/coverage across all treasury functions.
- Represent Treasury at senior management forums, Board Risk Committee, and ALCO.
9. Strategic & Financial Planning
- Contribute Treasury inputs to the Bank's annual budget, ICAAP, and capital planning process.
- Develop and periodically review Treasury policies, dealing mandates, and limit structures for Board approval.
- Identify new treasury product opportunities (Sukuk, structured deposits, derivatives) subject to regulatory approval.
- Assess emerging digital treasury opportunities - tokenized deposits, stablecoin settlement, and new digital settlement rails - subject to SBP approval.'
- Own the Bank's treasury management and dealing systems end-to-end, ensuring straight-through processing, automation, and data integrity across front-to-back workflows.
- Drive treasury automation and API-based integration with core banking, payment, and partner platforms to enable real-time position, cash, and liquidity management.
- Ensure robust access controls, maker-checker workflows, and audit trails over dealing platforms and electronic trading channels.
- Partner with Technology and Risk to ensure cyber resilience, operational resilience, business continuity, and disaster recovery for all treasury systems.
- Leverage data analytics and real-time dashboards to support decision-making, forecasting, and regulatory and management reporting.
Qualifications
Master's degree / MBA in Finance, Economics, or a related field from an HEC-recognized or foreign university. CFA / FRM / ACT (AMCT/MCT) or equivalent professional qualification preferred.
Experience
- Minimum 12-15 years of progressive experience in a bank Treasury function, with at least 5 years in a senior leadership role (Treasurer / Head of Treasury / Deputy Treasurer or equivalent). Experience in a digital bank, neobank, or technology-driven financial institution will be a strong advantage.
- Demonstrated experience managing ALCO processes, liquidity/ALM, FX and money market operations in a commercial bank of comparable scale.
- Strong working knowledge of SBP regulatory framework, Basel III liquidity standards, and local capital markets (T-Bills, PIBs, Sukuk, KIBOR-based instruments).
- Prior exposure to derivatives/hedging products, treasury management systems (Murex, Kondor+, Calypso, or similar), and API-enabled or real-time treasury and payment platforms is an advantage.
- Strategic and analytical thinking with strong commercial acumen
- Deep understanding of interest rate, liquidity, and FX risk management
- Familiarity with digital banking, payment rails, APIs, and technology-enabled treasury operations
