Job summary

PARCO - Pak-Arab Refinery Limited in Muzaffargarh is seeking a Shift Engineer for Utilities and ETP to lead a team of Field Operators and DCS Operators in safe, reliable plant operations.

You will supervise start-ups/shutdowns, ensure isolation for maintenance, monitor parameters, and coordinate with maintenance and other units to maintain plant performance and safety. A PEC-recognized degree, PTW knowledge, and SAP/MS Office skills are essential.

Qualifications

• Bachelor’s degree in Chemical or Petroleum Engineering (PEC approved).
• Knowledge of Permit-to-Work (PTW) systems and safe work practices.
• Strong communication, analytical, problem-solving, and troubleshooting skills.

Responsibilities

• Lead and supervise shift teams, including Field Operators and DCS Operators, to ensure safe, reliable, and efficient operation of Utilities and ETP facilities in accordance with SOPs.
• Coordinate and manage plant start-ups, shutdowns, routine operations, and emergencies to ensure operational continuity and safety.
• Ensure safe isolation and handover of equipment for maintenance, and its inspection and safe recommissioning after work.
• Oversee daily operations and coordinate preventive maintenance to maintain equipment reliability and availability.
• Monitor plant operating parameters and lab results, identify deviations, and implement timely corrective actions.
• Coordinate with service departments, maintenance teams, and Shift Engineers of other process units to ensure equipment integrity.
• Monitor equipment performance and operating conditions to ensure safe, smooth, and reliable operation of all utility systems and ETP facilities.
• Ensure compliance with SOPs, process safety, environmental standards, and housekeeping practices.

PARCO is seeking applications for the position of Shift Engineer Utilities & ETP.

Qualification & Competencies

• Bachelor’s degree in Chemical Engineering or Petroleum Engineering from a university recognized by the Pakistan Engineering Council (PEC).
• Knowledge of Permit-to-Work (PTW) systems and safe work practices.
• Strong communication, analytical, problem-solving, and troubleshooting skills.
• Basic proficiency in SAP and Microsoft Office applications.

Experience

• Up to 8 years of relevant experience in the petroleum refining, petrochemical, or fertilizer industry.
• Hands-on experience with Distributed Control Systems (DCS), preferably Yokogawa CENTUM VP or Honeywell Experion PKS.
• Practical experience in the operation of utility systems, including:
  • Instrument Air and Cooling Tower Systems
  • Raw Water and Fire Water Systems
  • Flare and Fuel Oil/Gas Systems
  • Demineralized Water Plants
  • Boilers and Condensate Recovery Systems
• Experience in the operation and monitoring of Effluent Treatment Plants (ETP).

Responsibilities

• Lead and supervise shift teams, including Field Operators and DCS Operators, to ensure safe, reliable, and efficient operation of Utilities and ETP facilities in accordance with approved Standard Operating Procedures (SOPs).
• Coordinate and manage plant start-ups, shutdowns, routine operations, and emergency situations to ensure operational continuity and safety.
• Ensure the safe isolation and handover of equipment for maintenance activities, as well as its inspection and safe recommissioning upon completion of work.
• Oversee daily operational activities and coordinate routine and preventive maintenance requirements to maintain equipment reliability and availability.
• Monitor plant operating parameters and laboratory results, identify deviations, and implement timely corrective actions to maintain operations within specified limits.
• Coordinate with service departments, maintenance teams, and Shift Engineers of other process units, including Oil Movement, to ensure equipment integrity and uninterrupted plant operations.
• Monitor equipment performance and operating conditions to ensure safe, smooth, efficient, and reliable operation of all utility systems and ETP facilities.
• Ensure compliance with operational procedures, process safety requirements, environmental standards, and housekeeping practices.
• Identify, investigate, and resolve operational issues, including process abnormalities, equipment malfunctions, and safety or environmental concerns, to minimize operational risks and downtime.
